Description

Manages the behavioral/mental health, social services, and transitional living facility programs in the Behavioral Health Department within the Pueblo of Sandia Health Center. Manages a wide range of clinical evaluation, assessment, consultation/treatment, in accordance with established clinical standards. Manages and develops behavioral health services for children, adolescents, adults, couples and families in Sandia Pueblo. Engages in community education and prevention activities, maintains and develops collaborative relationships with Tribal Court, other tribal programs, federal, state and local agencies. Manages all grants, budget, and administrative functions within the program. Essential Duties and Responsibilities

Manages the Behavioral Health Program and develops programs to meet the current and future needs of the community, ensuring integrated services for clients with other medical team members. Develops, maintains, and updates departmental policies and procedures. Provides supervision and administrative direction to Substance Abuse Counselor, Case Manager, Social Worker and Transitional Living Facility Manager. Manages, develops and locates behavioral health services for children, adolescents, adults, couples and families in Sandia Pueblo. Writes grants; and ensures compliance with any grants and/or contracts directly related to social services and/or behavioral health/substance abuse services. Acts as liaison with BIA Social Services; and other federal, state or local social service agencies. Manages Indian Child Welfare contract and promotes child abuse/neglect prevention activities. Acts as liaison with I.H.S. office of mental/behavioral health services. Builds a collaborative relationship with Tribal Courts, and other tribal programs such as police and education departments. Maintains confidentiality of treatment and records according to Federal and other applicable standards. Maintains reports to assure that clinical chart records are in accordance with acceptable professional and accreditation standards. Participates in community prevention and wellness initiatives; provides educational material to the community including presentations and workshops. Promotes coordination and teamwork with Health Center clinical and administrative staff, and contractors in providing and coordinating client services; attends case conferences and staff meetings. A member of Child Protection Team (CPT) and advocates for clients. Maintains qualitative and quantitative program reports; evaluates program and makes necessary recommendations based on evidence-based practices, adheres to the QA/QI models. Maintains budget, job descriptions, grants, and all administrative functions for social services program. Coordinates and facilitates the peer reviews, credentialing and privileging of staff and contractors within the Behavioral Health Department as appropriate. Provides behavioral and mental health services in a cost effective and efficient manner. Responsible for all FEMA training as it relates to the department's role in an emergency as part of the medical recovery team. Punctual and regular attendance is an essential responsibility for all team members and are expected to report to work based upon the assigned schedule each day in accordance with the Attendance Policy for Pueblo of Sandia.

Demonstrates strong interpersonal skills in building a cohesive working relationship with co-workers and internal/external contact. Performs other miscellaneous job-related duties as assigned.

Key Performance Indicators

This position has Key Performance Indicators (KPI's) identified as a measurement of success. KPI's will be shared with all team members who work in this job title and feedback will be provided regarding the successful completion of the KPI's as part of the performance review process.

Knowledge, Skills, and Abilities

1. Knowledge of current clinical principles, methods, operations and procedures for the delivery of counseling and family therapy services including diagnostic assessment, evaluation, treatment, planning documentation and outcome measures. 2. Knowledge of the physical, social, spiritual and economic effects of substance abuse and special problems facing Native Americans. 3. Knowledge of community resources for social services. 4. Knowledge of community resources for substance abuse and behavioral health treatment. 5. Excellent oral and written communication skills. 6. Managerial, supervisory and administrative experience. 7. Ability to work with clients of all ages and their families in a Native American community; demonstrated age-specific competencies; ability to respond in a flexible, culturally competent manner to changing community needs and preferences. 8. Computer literate in word processing, spreadsheets and the internet. 9. Knowledge and experience with accreditation standards and regulatory requirements pertaining to clinical counseling and other psychosocial services. 10. Knowledge of client and adult learning motivational techniques to provide education to patients and families and to assist other staff in developing counseling and teaching skills.

Qualifications

Education and Experience

Required: High School Diploma, GED certification or equivalent Master's Degree in Social Work, Counseling, Psychology or a related human service field from an accredited college or university Five (5) years' experience in related professional field including activities as a manager. Note: Relevant work experience or education may be substituted to satisfy education and/or work experience.

License/Certifications/Registrations

Must possess and maintain a valid, unrestricted New Mexico Driver's License. Required: New Mexico licensed for counseling practice (e.g., LISW, LPCC, LPC, LADAC, LPAT, LMHC, etc.) Must be able to successfully pass a stringent background investigation and character investigation in compliance with PL 101.630. Will require a pre-employment and random drug screening.

Physical Requirement - Description

Balancing - Maintaining body equilibrium to prevent falling and walking, standing, or crouching on narrow, slippery, or erratically moving surfaces. This factor is important if the amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.

Crouching - Bending the body downward and forward by bending leg and spine.

Feeling - Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.

Finger Dexterity - Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand as in handling.

Grasping - Applying pressure to an object with the fingers and palm.

Hearing - Perceiving the nature of sounds at normal speaking levels with or without correction. Ability to receive detailed information through oral communication, and to make the discriminations in sound.

Kneeling - Bending legs at knee to come to a rest on knee or knees.

Lifting - Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. This factor is important if it occurs to a considerable degree and requires substantial use of upper extremities and back muscles. (Up to 10 lbs.)

Pulling - Using upper extremities to exert force to draw, haul, or tug objects in a sustained motion. (Up to 10 lbs.)

Pushing - Using upper extremities to press against something with steady force to thrust forward, downward, or outward. (Up to 10 lbs.)

Reaching - Extending hand(s) and arm(s) in any direction.

Seeing - The ability to perceive the nature of objects by the eye.

Walking - Job requirements include, in the performance of duties, walking throughout the work area, on various work surfaces throughout internal or external locations.

Sitting - Particularly for sustained periods of time.

Standing - Particularly for sustained periods of time.

Stooping - Bending body downward and forward by bending spine at the waist. This factor is important if it occurs to a considerable degree and requires full motion of the lower extremities and back muscles.

Talking - Expressing or exchanging ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

List Working Conditions Required: - 1. Work is performed indoors. 2. May work extended hours and evening or weekend hours at times. 3. Subject to hazardous materials which may cause bodily harm: smoke, common colds, influenza, dust, odors and elevated noise levels. 4. Tasks may be performed on uneven, inclined, challenging, soft carpeted floors, cement structures, and surfaces.
