IT Project Manager III

The Executive Office of Housing and Livable Communities (EOHLC) is seeking an IT Project Manager III in the Deputy Secretary's Office/Information Technology! The Executive Office of Housing and Livable Communities (EOHLC) is responsible for building more homes and lowering housing costs across the Commonwealth through partnerships with municipalities, housing authorities, and community stakeholders. The IT Project Manager serves as a key technology partner responsible for aligning business priorities, policy objectives, and operational needs with technology solutions that support the Division of Housing Stabilization (DHS). This role acts as a primary liaison between program stakeholders and technology teams, ensuring that systems supporting HLC programs and related initiatives are effective, scalable, and responsive to evolving business requirements. The IT Project Manager is responsible for gathering and analyzing business and technical requirements, coordinating project activities, and translating program and policy needs into actionable project plans and technology solutions. Working collaboratively with internal teams, the Executive Office of Technology Services and Security (EOTSS), and external vendors, this position helps ensure the successful delivery of technology projects and system enhancements. The IT Project Manager supports project planning, implementation, testing, deployment, and ongoing operational improvements while monitoring project schedules, risks, dependencies, and deliverables. This role also participates in and contributes to other IT initiatives and projects within HLC's Information Technology Unit.

Preferred Qualifications:

• Experience managing or coordinating IT projects and technology initiatives.
• Experience gathering and documenting business and technical requirements.
• Knowledge of project management methodologies, including Agile, Waterfall, or hybrid approaches.
• Experience with enterprise business applications; Salesforce experience preferred.
• Experience working with business stakeholders, technical teams, vendors, and external partners.
• Familiarity with the System Development Life Cycle (SDLC), including testing, deployment, and implementation support.
• Experience with reporting, data analysis, and business process improvement.
• Knowledge of information security, privacy, accessibility, and compliance requirements.
• Strong organizational, analytical, problem-solving, and communication skills.
• Ability to adjust to changing situations to meet emergency or changing program or production requirements.
• Ability to maintain harmonious working relationships with others.
• Ability to prepare technical reports.
• Proficiency using Word, Excel, PowerPoint and Access.
• Desire to work in a fast-paced public sector environment committed to quality service.

Minimum Entrance Requirements: Applicants must have (A) at least three (3) years of full-time or equivalent part-time professional or practical experience in the field of information technology project management, or (B) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree in a related field may substitute for one (1) year of the required experience. II. A Bachelor's degree or higher in a related field may substitute for two (2) years of the required experience. III. A Master's degree or higher in a related field may substitute for the required experience.
