The primary purpose of this position is: Provides technical expertise to operational users, solution providers, acquisition teams, and Air Staff functional to ensure proper integration of enterprise IT and cyberspace capabilities into the Air Force.

Duties

Help

  • Plans, develops, and directs methods, procedures and policies to ensure interoperability across the enterprise.
  • Provides policy and technical guidance to MAJCOMs and other staff in the development and implementation of information management policies, procedures and standards for effective planning, programming, budgeting, and management of hardware/software systems modernization, information/data administration, and other Communications and Information efforts.
  • Serves as a Senior IT Specialist and technical expert at the Secretary of the Air Force/Air Staff level.
  • Maintains regular liaison with MAJCOMs, DISA, Joint staff, HAF staff, and other organizations.
  • Performs other related duties as directed to support the organization.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Work may occasionally require travel away from the normal duty station.
  • The employee may be required to work overtime.
  • The employee may be required to travel on commercial and military aircraft.
  • Position is designated special-sensitive and requires a top secret security clearance with eligibility for access to Sensitive Compartmented Information (SCI).
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety.
  • It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-13 (or equivalent in other pay systems) which includes developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the agency; provide recommendations and develop plans for senior leadership to make major policy decisions and formulate network guidance; applying, interrelationships of multiple IT specialties, the agency's IT architecture, new IT developments and applications, emerging technologies and their applications to business processes, IT security concepts, standards, and methods, project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Mastery knowledge of computer and communications network architectures, computer science or computer systems engineering technologies, scientific software methodologies and practicesespecially of cyber security techniques and technologies.

2. Knowledge of a wide range of Air Force and DoD doctrine, policy directives, strategies, procedures, public law and other guidance applicable to managing data center consolidation.

3. Mastery knowledge of principles and techniques for information systems analysis, design, development, test and installation, sufficient to ensure that Air Force information systems doctrine, polices, strategies, procedures and techniques foster the consistent application of sound systems management disciplines and techniques.

4. Comprehensive ability to recognize problems and trends, gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process into briefings, papers, or reports suitable for top management use and decision-making.

5. Skill and ability to speak and write effectively on highly-complex technical and possibly sensitive issues including preparing statements for senior military, government, and private sector management officials. Ability to give briefings, chair meetings, lead task forces, and prepare reports at the General Officer I Senior Executive Service (SES) level.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
