Military Administrative and Program Officer (Durational)

The State of Connecticut Military Department (CTMD) is accepting applications for a Durational Military Administrative and Programs Officer (MAPO) at the Governor William A. O'Neill Armory, located in Hartford. The selected candidate will be needed on a durational basis to cover down for the current MAPO who is scheduled to be deployed. The coverage is expected to continue through approximately February 2025. There is the potential that the coverage may be extended if deployment continues beyond February 2025.
The CTMD is a unique dual-status agency, having both federal and state missions. The CTMD'S primary public responsibilities are:(1) to train, resource and coordinate state emergency response assets and (2) to plan for and protect citizens and their property in times of war, terrorism, invasion, rebellion, riot or disaster. The CTMD is committed to conducting military operations in an environmentally friendly manner.
Position Highlights
- This is a full-time 40 hr./week, Monday - Friday, 8:00am - 4:30pm

- Conducting investigations regarding the Armed Forces of the State of Connecticut
- Developing orders to support the training and services of National Guard and Militia personnel
- Researching regulations and making policy recommendations to the Adjutant General
- Acting as an administrator for the four (4) Govenor's guard/militia units
- Injury claims officer for those militias and military personnel under the State of CT orders
- Works in conjunction with the Federal CTNG Service Member and Family Support Center to promote and administer federal, state, and local programs to military members and families
- Prepares reports and correspondence for The Adjutant General
- Participates in the activation and deactivation of military personnel for both federal and state service
- Responsible for the security of military classified material
- Administers various programs for the agency:
- Health and Dental coverage
- State Employee Retirement System (SERS) Tier IV Pension (new hires after 7/1/17)

In the Military Department, this class is accountable for supervising the administration of various programs, services and functions in support of the Connecticut Army and Air National Guard, Governor's Guard, Connecticut National Guard Reserve and former military personnel in Connecticut.
EXAMPLES OF DUTIES
Determines priorities and plans unit work; schedules, assigns, oversees and reviews the work of staff responsible for the overall operation of the administrative services provided by the Military Department for the Armed Forces in Connecticut; provides staff training and assistance; conducts performance evaluations; develops program goals and objectives for the Armed Forces of the State; develops and maintains policies and procedures, in accordance with state and federal regulations, to implement military member benefit allowance programs, military historical records program, historical documents and artifact preservation projects and State Active Duty initiatives; develops budgets, manages expenses and prepares fiscal reports for all programs; authorizes military member monetary allowance benefits; interprets, integrates and administers Federal Army and National Guard Bureau regulations; acts as liaison to federal, state and local government or providers regarding programs or projects; promotes agency programs throughout the State; prepares reports and correspondence; serves as injury claims officer; supervises special medical evaluations of personnel; participates in activation, deactivation or redesignation of units; responsible for security of classified material; may coordinate and assist municipal utilization of volunteer services available to military personnel and their families; may promote and administer federally funded volunteer service programs and therapy support groups available to active military personnel and their families in the state; may supervise other administrative programs or handle special projects as assigned; performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Considerable knowledge of military organization procedures, including administrative, personnel, message center and security regulations; knowledge of rules and regulations pertaining to state-controlled military forces; knowledge of strategic planning, budgeting and operations; ability to prepare military orders and disseminate information through proper channels; considerable interpersonal skills; considerable oral and written communication skills; ability to utilize computer software; supervisory ability.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of experience in military administration as a commissioned or warrant officer.MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years in a supervisory capacity in a military administration as a commissioned or warrant officer.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training may be substituted for the General Experience on the basis of fifteen (l5) semester hours equalling one-half (l/2) year of experience to a maximum of four (4) years for a Bachelor's degree. 2. A Master's degree in public administration, business administration or accounting may be substituted for one (l) year of the Special Experience.
PREFERRED QUALIFICATIONS
- Experience with Microsoft Suite of products (Excel, Word, Access, Outlook, Teams, 0365 etc.)
- Experience with Power BI and data analytics
- Advanced experience with the roles, responsibilities/functions of the CT National Guard; specifically, the Joint Staff, Army Staff and Air Staff
- Experience briefing senior officers and making presentations to large groups
- Experience managing multiple, competing priorities
- Experience supervising staff
- Familiarization with HRMS like People-Soft (Core-CT)
