Federal Criminal Investigator - White-Collar & Major Crimes

Summary This position is located within the Police Service at the Veterans Affairs (VA) San Francisco Medical Center in San Francisco, CA. The mission of the Police Service is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, and visitors who frequent VA facilities. Qualifications To qualify for this position at the GS‑11 grade level you must meet one of the following: Specialized Experience: At least one (1) full year of specialized experience equivalent to the next lower grade level (GS‑9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Criminal Investigator. That experience typically involves investigating serious crimes and complex misdemeanors, utilizing an extensive array of standardized, optional and innovative investigative procedures, techniques and methods to detect, investigate and resolve crimes and other activities beyond standard patrol assignments; acting as liaison officer and facilitating investigations of other Federal, State and local law‑enforcement personnel; collecting and using forensic evidence; analyzing, evaluating and advising on law‑enforcement delivery systems and operations; assessing the productivity, effectiveness and efficiency of activities and operations; and coordinating or participating in task forces or other teams to conduct complex criminal, civil and administrative investigations involving alleged misconduct, criminal activity and/or corruption. Experience must be fully documented on your resume and must include job title, duties, month and year of start/end dates, and hours worked per week. Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher‑level graduate education leading to such a degree or an LL.M. (Master of Laws) related to criminal law, criminal justice, etc. from an accredited college or university. Such education must demonstrate the knowledge, skills and abilities necessary to do the work of the Criminal Investigator position. Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. Education and Specialized Experience Combination: An equivalent combination of successfully completed graduate‑level education beyond the second year and specialized experience as described above may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills and abilities necessary to do the work of the Criminal Investigator position such as criminal law, criminal justice, etc. and must be obtained in an accredited college or university. Transcripts must be submitted with your application materials. Education cannot be credited without documentation. Driver’s License Requirement (Screen‑out): Applicants must possess a current and valid unrestricted State driver’s license, have a safe driving record, and be medically qualified to operate the appropriate motor vehicle safely. Applicants are required to pass an agency Government Vehicle Drivers physical examination. If an interview is requested you may be required to provide a copy of your current and valid State‑issued driver’s license. Firearm Requirement (Screen‑out): VA Criminal Investigators must carry agency‑approved firearms while on duty on VA property. Applicants must achieve and maintain qualification/certification with the agency‑approved firearms as a condition of gaining and continuing employment. Applicants must be able to possess firearms under the terms of the Gun Control Act of 1968 – as amended (18 U.S.C. 922(g)(9)). Additional Criminal Investigator Conditions of Employment: Required to attend an 8–10‑week course at the VA Law Enforcement Training Center in Little Rock, Arkansas (if not already completed), as well as Investigator I, II and III training (3 weeks each) at the VA Law Enforcement Training Center in Little Rock, Arkansas (if not already completed) and the Criminal Investigator Training Program (59 days) at the Federal Law Enforcement Training Center in Glynco, GA. Completion of these courses within the first year is a condition of continued employment. Medical and psychological examinations are required. Applicants and employees must possess emotional and mental stability and meet the specified vision and hearing requirements. A character investigation will be conducted for selected candidates. Physical Requirements: The duties of these positions require moderate to arduous physical exertion and/or duties of a hazardous nature. Applicants must have the capacity to perform essential functions of the position without risk to themselves or others, must possess reasonable accommodation if necessary, and must not be disqualified by any physical condition that would create a hazard. Additional Requirements: Applicants selected for a testing‑designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Refusal to be tested or a positive result will result in denial of employment. Duties ***THIS IS NOT A VIRTUAL POSITION - YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** The single focus of the Criminal Investigator is the investigation of suspected major offenses against Veterans Affairs (VA) patients, visitors, staff and U.S. government property and assets and the potential prosecution of criminals. This position works in a unique VA environment where the continual existence and level of serious crimes are on par with crimes such as homicide, involving an extensive supply‑chain fraud network, large‑scale drug diversion, prostitution rings requiring surveillance, and/or sophisticated multi‑state schemes to steal from or harm VA property, Veterans, or personnel visiting or working at a VA property. The Criminal Investigator reports to the Chief of Police. Major duties and responsibilities include: performing criminal and non‑criminal investigative duties with emphasis on white‑collar crime. Planning and conducting investigations of alleged violations of Title 18 – United States Code – including fraud, bribery, larceny, embezzlement, collusion, conflict of interest, as well as the violations of Title 18 that involve VA/VHA employees. Evaluating complaints and information to determine investigative merit. Gathering, analyzing, and reporting on complex financial, observational, and other information to establish its evidentiary value and sufficiency. Obtaining evidence, explaining constitutional rights, performing search and seizures, and making arrests. Preparing and reviewing reports, making recommendations, and preparing cases for prosecution. Collecting enough evidence to support a court case against a criminal and explaining to juries the significance of evidence as it relates to proof that a crime was committed. Coordinating and conducting joint investigations relating to alleged or suspected violations of criminal laws with other federal and state agencies such as the FBI, U.S. Marshals, etc. Performing other related duties as assigned. Designated drug‑testing position: applicants tentatively selected for VA employment in a testing‑designated position are subject to urinalysis to screen for illegal drug use prior to appointment, and refusal or a positive result will result in denial of employment. Physical Requirements: the work requires regular and recurring physical exertion such as long periods of standing, walking, bending, stooping, reaching, crawling, and similar activities; occasional work in attics, crawlspaces, walls, ceilings, and other confined spaces or in rough terrain; and exposure to moderate risk situations and adverse weather conditions. Safety or security precautions may be necessary and the position may require use of appropriate clothing or gear. May be required to work long and irregular hours, including on weekends, holidays, or at night, and change shifts and duty hours to conduct extensive criminal investigations. Work Schedule: Monday ‑ Friday ‑ 7:00 AM ‑ 3:30 PM. Medical Requirements: the duties of these positions require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather; manual dexterity with free motion of finger, wrist, elbow, shoulder, hip, and knee joints; arms, hands, legs, and feet must be sufficiently intact and functioning; vision and hearing requirements as specified above; and emotional and mental stability. #J-18808-Ljbffr Veterans Affairs
