The selected candidate will serve as the senior on-site contractor representative responsible for overall contract execution, observatory operations, maintenance oversight, quality control, personnel supervision, mission readiness, and Government interface.This position requires a strong leader who can manage technical operations, maintain compliance with contract performance standards, oversee reporting and maintenance activities, and step into operational coverage when needed.What You'll Be DoingProvide overall leadership and accountability for execution of all contract requirementsLead and manage observatory operations and maintenance activities in support of continuous mission performanceEnsure compliance with contractual standards, performance metrics, and system uptime requirementsServe as the primary on-site interface with Government leadership and supporting stakeholdersOversee continuous solar optical and radio patrol operationsEnsure timely, accurate operational reporting and required deliverablesCoordinate preventive and corrective maintenance activities to minimize mission impactEnsure compliance with applicable procedures, technical directives, and operational standardsImplement and enforce a comprehensive Quality Control programOversee outage response, maintenance reporting, and configuration and calibration complianceManage contractor personnel, staffing, training, certifications, and safety performanceSupport inspections, audits, and distinguished visitor engagementsMaintain accountability for site resources, equipment, and facility-related planningAssign and manage recurring mission-related travel requirements in support of observatory operations and administrationProvide operational coverage as needed during leave periods, training events, or unexpected personnel shortagesWhat Required Skills You'll BringBachelor's Degree in a technical or construction-related field (or equivalent)12+ years of related work experience with 3+ of those years in a managerial/leadership role at a field site.Demonstrated leadership experience managing technical, operational, or mission-support teamsAbility to oversee maintenance programs, technical systems, and operational performanceStrong organizational, communication, and reporting skillsExperience working in structured, performance-driven contract environmentsAbility to build and maintain effective working relationships with Government customers and stakeholdersUS Citizenship with eligibility to meet U.S. Government security requirementsAbility to obtain and maintain any required documentation for international assignment and deployment to ItalyAbility to travel as required in support of training, mission operations, administrative processing, and contract executionAbility to work on-site in an overseas environmentAdditional Position RequirementsThe Contract Manager must be capable of providing operational analyst coverage when required due to leave, training, or other personnel shortagesThe selected candidate will need certification as a SOON analyst, RSTN analyst, or the ability to obtain required certification based on mission needsFormal training may be required depending on current qualifications and prior certification statusNewly assigned personnel may be required to complete on-the-job training upon arrival at the observatoryThe candidate must be able to support recurring official travel requirements associated with observatory operationsThe candidate must be able to obtain required mission, visa, and in-processing documentation associated with assignment to ItalyThe candidate must possess a valid U.S. driver’s license and be able to obtain any additional driving credentials required for mission supportWhat Desired Skills You'll BringExperience supporting DoD contracts or performance-based service contractsExperience leading quality control and compliance-focused programsExperience in mission-critical operations, maintenance, or observatory-related environmentsPrior certification or experience as a SOON or RSTN analystStrong decision-making skills in operationally demanding environmentsHigh degree of integrity, accountability, and mission focusAbility to operate effectively in an overseas assignmentCommitment to professional standards, team leadership, and safe operationsSecurity Clearance Requirement:NoneThis position is part of our Federal Solutions team.The Federal Solutions segment delivers resources to our US government customers that ensure the success of missions around the globe.
