Administrative Services Manager I/II

Administrative Services Manager I Definition: Under general direction of the director of a department, to supervise and direct a medium sized group of professionals in administrative services and directly related functions, and independently provide complex professional administrative services, and to do related work as required. Distinguishing Characteristics: Positions assigned to this classification focus on coordination of departmental personnel and/or financial administration, understanding of the functions, regulations, services, and role of the department to which assigned. This management classification has responsibility for planning, organizing, directing, managing, and supervising specific departmental programs and the work of assigned staff. This classification is a for cause, exempt position. Reports To: Department Head Classifications Supervised: Positions would vary by program. Responsibilities: Performs or supervises budget planning, preparation and justification; revenue forecasting; development and administration of systems for fiscal control, monitoring and reporting; service fee analysis and recommendation; preparation of applications, and administration of grant, bond, or other funding source monies; and assistance to line management in establishing costs and required resources for new programs, staff, or services; plans, organises, assigns, and evaluates work; counsels employees, appraises performance, prepares documentation, and recommends discipline or performance recognition; interviews and recommends or selects candidates for employment; provides for employee training and development; guides subordinate supervisors in a variety of supervisory and personnel actions; represents the department within areas of expertise to other County departments, external agencies, and the public; develops and implements departmental administrative policies and procedures; directs preparation of a variety of reports, correspondence, contracts, and documents; interprets and applies policies, procedures, and contracts; supervises or performs analysis of needs and arranging and coordinating provision of equipment, office space, supplies, and/or other resources for projects and programs. Knowledge of: Principles and practices of public administration. Federal, state, and local laws and regulations governing department services. Principles and practices of fiscal management and budgeting. Principles, techniques, and practices of effective personnel administration. Program planning and development. Electronic Management Information systems and usage. Application for and administration of external funding source monies such as grants, revenue reimbursements, and bond issues. Principles and techniques of effective employee supervision, training, evaluation, and development. Contract preparation, negotiation, and administration. Functions and operations of the department to which assigned, including applicable laws and regulations. Desired Skills: Plan, organize, supervise, manage, and administer the administrative programs and services of the department to which assigned. Provide direction, supervision, training, and work evaluations for assigned staff. Develop, organise, analyse, and interpret statistical data. Develop and administer a budget and control expenditures. Develop and maintain effective public relations efforts. Develop and prepare statistics, records, and required reports. Communicate effectively orally and in writing, including the preparation of clear, concise narrative reports. Effectively represent the assigned department in contacts with the public, community organisations, and other government agencies. Establish and maintain cooperative working relationships. Ability to present appropriate facts and recommendations in graphic, written and oral form. Training and Experience: Any combination of training or experience that would provide the knowledge and skills to successfully perform the listed duties is qualifying. A typical way, but not required, to obtain the required knowledge and skills would be: Experience equivalent to two years of responsible professional experience at a level equivalent to the County's higher level analyst or administrative support staff positions such as Department Fiscal Officer or Management Analyst I/II. Course work in accounting, public administration, business administration, economics, applied social science, personnel, or a related field desired. Special Requirements: Possession of, or ability to obtain and maintain, a valid and appropriate driver's license. Applicants for positions in the Sheriff's Department, Probation Department, and District Attorney's office are required to pass a law enforcement background check. Ability to drive a motorised vehicle. Typical Working Conditions: Work is performed in clinic and office environments; continuous contact with other staff and the public.
