Security Specialist III

Job Summary Security Specialist III ensures the safety and security of the Department of Energy, facilitating the timely sharing of security information across departments. Candidates must hold a TS or Q Clearance (U.S. Citizenship required) and have quality management experience in information systems and applications. Essential Requirements Active TS or Q Clearance, U.S. Citizenship. Experience in quality management of information systems and applications. Familiarity with the Headquarters Facilities Master Security Plan (HQFMSP). Bachelor’s degree in Information Systems, Criminal Justice, or a related field. Minimum of five (5) years of relevant experience, or equivalent combination of education and experience. Key Duties & Responsibilities Assist the HSO with maintenance of the OCIO Appendix in accordance with HQFMSP. Collaborate with the ISSO, alternate HSOs, OPSEC group, classification representatives, TSCMO, control station personnel, and Security Awareness POC as required. Inventory and control security facilities and equipment (e.g., limited/vault rooms, containers, copiers, computers, VTC systems). Ensure compliance with all security directives and HQFMSP. Ensure all Federal and Contractor employees receive required CMPC training and maintain training records. Maintain current authorized classifiers and de‑classifiers listing in the OCIO appendix. Prepare requests for deviations to security directives and HQFMSP, obtaining CIO approval before submission to the Office of HQ Security Operations. Implement security‑related procedures: control of limited/vault rooms, access authorizations, registration in SSIMS, handling classified material, reviewing visits and assignments, investigating and reporting infractions, overseeing escort training, and tracking training compliance. Attend all Headquarters security‑related meetings identified by TM. Process IN and OUT processing of Federal staff and manage clearance information for classified discussions, site visits, and foreign national visits via FACTS data entry. Oversee key and lock management (fabrication, issuance, return, and destruction). Coordinate with OCIO EMDC personnel to ensure express packages are handled appropriately. Establish relationships with HQ Security, Alternate HSOs, and program personnel. Acquire security badges and access authorizations for OCIO Federal staff and other personnel. Initiate applicants for security clearances and badges by administering electronic questionnaires and following up. Collect information for all Federal staff in the USAccess system to obtain an HSPD‑12 badge. Review clearance‑related forms for completeness prior to submission to EHSS. Out‑process Federal employees (badge turn‑in, account terminations, debriefing). Assist Contractor Facility Security Officers with secure area establishment, facility security planning, and coordination of HQ Security Team visits. Complete Self‑Assessment between periodic surveys and review applicable S&S program elements. Monitor a shared .gov mailbox and reply to inquiries. Education & Experience Bachelor’s degree in Information Systems, Criminal Justice, or a related field and a minimum of five (5) years relevant experience, or equivalent combination of education/experience. Physical Demands Work is primarily performed in an office environment. Regularly required to sit, use hands to manipulate objects, operate a computer, speak, and hear. Occasionally required to stand, walk, lift up to 25lbs., and perform other physical tasks as described.
