WHAT YOU'LL BE DOING DAY TO DAY

As a Program Specialist, you will:

• Provides personnel management liaison services by coordinating personnel actions, monitoring recruitment and staffing activities, tracking hiring actions, reviewing personnel documentation for accuracy, and advising managers on human resources policies, procedures, and automated HR systems.
• Supports position management and workforce planning by assisting managers with position descriptions, classification requests, organizational structure reviews, workforce forecasting, succession planning, and position management activities to meet organizational staffing requirements.
• Administers performance management activities by monitoring performance appraisal cycles, coordinating awards and recognition programs, assisting with employee relations and labor relations documentation, supporting ethics and workforce wellness initiatives, and serving as a liaison with Human Resources.
• Conducts administrative and program analyses by researching issues, gathering and evaluating qualitative and quantitative data, identifying trends, developing recommendations, and preparing reports, briefings, and correspondence to support management decision-making.

WHAT WE ARE LOOKING FOR

Minimum Qualifications : You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing at least ALL of the following:

• Coordinate and track personnel actions, monitor staffing activities, review personnel documentation for accuracy, and prepare reports to support organizational hiring and workforce requirements.
• Advise managers and supervisors on staffing, recruitment, position management, and workforce planning processes, including position descriptions, classification actions, and succession planning.
• Support workforce planning and position management activities by monitoring organizational structures, forecasting staffing needs, and recommending position management solutions consistent with agency policies and procedures.
• Support performance management and employee relations activities by assisting with performance appraisal processes, awards administration, employee recognition programs, documentation for disciplinary or employee relations matters, and related HR programs.

In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
