Operations Supervisor

Position Title: Operations Supervisor Job Code: OPSSPV Pay Range: $8,109.00 – $9,446.00 Job Description Operations Supervisor – FLSA Non-Exempt. Directly supervises all transit service in cooperation with other supervisors, including on‑street supervision of Operators and contracted security officers, to ensure safe operation, schedule compliance, quality customer service, and system security. Responsibilities Supervise, mentor and evaluate all Operators, ensuring safe and efficient transit service operations. Plan, schedule, and supervise daily work assignments of Operators to efficiently utilize personnel, facilities, and transit coaches. Oversee bus dispatch and communication systems and perform dispatcher duties. Provide staffing relief and lead effective communication among Operations Supervisors, operators, maintenance staff, and security. Assign work assignments and buses to routes, monitor vehicle availability, and manage vehicle substitution as necessary. Monitor and analyze route performance, operator performance, safety, and schedule adherence. Investigate and document incidents, accidents, customer comments, and personnel issues. Develop proposals to correct schedule and service deficiencies and implement route detours. Assist with special events, including route design and development of paddles and route profiles. Manage emergency situations, facilitate 911 responses, and coordinate with other supervisors and security or maintenance personnel. Provide positive public relations and promote morale within the workplace. Prepare and maintain supervisory logs, reports, operating statistics, and memos. Enforce Washington State Unlawful Bus Conduct Code, City of Vancouver Transit Center Ordinance, and C-TRAN policies. Administer Drug and Alcohol Policy through notification, duty relief, and monitoring of operators. Support operations planning staff with data collection for facilities and service planning. Operate bus in emergency situations as outlined in the labor contract and provide on‑call services during adverse weather or special events. Perform any other related duties as assigned. Qualifications and Skills At least three (3) years of supervisory experience in transit or a related field. Customer service skills and ability to communicate effectively in oral and written forms. Strong ability to establish and maintain working relationships with officials, employees, and the public. Proficiency with dispatch and communication equipment (radio, CAD/AVL/MDT, computer systems). Completion of required job‑specific training courses including C-TRAN policies, collision investigation, emergency response, first aid/CPR, ADA sensitivity, drug and alcohol testing, bloodborne pathogens, defensive driving, fare policy, and diversity and harassment prevention. Thorough understanding of Operators’ labor contract and related labor agreements. Ability to work in a fast‑paced, multi‑tasked environment and manage changing priorities. Additional Requirements Regular, dependable attendance. Valid driver’s license and good driving record; must obtain a Commercial Driver’s License Permit before training and a Commercial Driver’s License within a specified timeframe. Pass a physical examination and drug test. Compliance with C-TRAN’s nonsmoking policy. Ability to perform essential functions with or without reasonable accommodation. Demonstrated commitment to safety and supporting safety campaigns. Must be eligible under the Immigration Reform and Control Act of 1986 and complete a criminal background investigation.
