Summary This position is located in the Department of Homeland Security (DHS), Human Resources Management and Services (HRMS) The primary purpose of this position is the day-to-day activities and providing the full range of advisory services to employees and managers in one or more of the functional areas of human resources for customers serviced by the Human Resources Management and Services Division (HRMS). Non-BU: This is a non-bargaining unit position. Responsibilities As a Human Resources Specialist, GS-0201-13, your typical work assignments may include: Provide expert advice and guidance to management and senior leaders on human resources programs, rules, regulations, and automated HR systems to meet organizational staffing needs. Use HR staffing and recruitment systems to develop vacancy announcements and assessments, manage applicant resumes, and conduct competitive examining, including proper application of veterans' preference and other hiring authorities. Communicate with applicants and selectees, responding to inquiries about announcements, eligibility, and HR processes, and explaining steps required for HR actions. Design and conduct studies and analyses of human resources programs, develop findings and recommendations, and present completed projects for management review and implementation. Requirements Conditions of Employment Qualifications Specialized Experience: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the federal service, performing the following duties: Independently performing the full range of recruitment and placement activities for highly complex or technical positions. Providing consultative and advisory services to managers (including interpreting recruiting and staffing policies and identifying the most appropriate recruitment strategies and special hiring authorities). Mentoring and training staff. Applying a wide range of HRM theories, principles, laws, rules, regulations, and procedures to identify interrelated problems, draw conclusions, and recommend appropriate courses of action. Conducting special projects or comprehensive studies to evaluate and resolve operating issues and problems at multiple organizational levels. Qualifying specialized experience includes but is not limited to: Serving as a technical advisor on HR policy issues. Developing and implementing strategic work plans related to the implementation or enhancement of an agency's HR systems. All qualifications and eligibility requirements must be met by the closing date of the announcement. Substitution of education in lieu of specialized experience will not be used for the GS-13 grade level. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
