Lead Director, Medicare Strategic Programs - HRA Strategy and Enablement

This is a hybrid position requiring working 3 days a week from the office. Candidates must reside within commutable distance of the Connecticut, Arizona or Pennsylvania CVS Health office locations.

Position Summary
This role sits within Medicare Strategic Programs and serves as the business owner for a strategic technology and clinical initiative focused on HRA-related capabilities, performance, and member experience. The Lead Director is accountable for strategic direction, business priorities, cross-functional alignment, and value realization across operational, clinical, and technology teams.

This role will shape the roadmap for the initiative, connect business priorities to clinical and technology solutions, and ensure the work delivers measurable impact.

Fundamental Components / Job Description

• Serve as the business owner for a strategic HRA-related technology and clinical initiative
• Define and evolve strategy, roadmap, and priorities in alignment with Medicare business goals and member experience needs
• Partner across business, clinical, operations, technology, compliance, and market-facing teams to translate business needs into scalable solutions
• Lead cross-functional decision-making on priorities, tradeoffs, dependencies, and execution risks
• Establish governance, implementation plans, timelines, milestones, and resource needs
• Track performance, risks, dependencies, and investment against plan and direct course correction as needed
• Identify business and operational gaps and lead development of practical, scalable improvements
• Develop business cases and strategic recommendations tied to the initiative
• Drive alignment, accountability, and execution across a broad group of stakeholders

Required Qualifications

• 10+ years of experience in Medicare, managed care, health insurance, or related healthcare strategy, operations, product, or program leadership
• 5+ years of leadership and/or significant cross-functional leadership experience
• Experience owning complex strategic initiatives and driving measurable business outcomes
• Strong project and program management skills, including governance, planning, and dependency management
• Deep knowledge of Medicare programs, operations, and market dynamics
• Ability to influence senior leaders and align stakeholders across functions
• Experience translating business needs into practical, scalable solutions
• Strong executive communication and business case development skills
• BA required, MBA preferred

Preferred Qualifications

• Experience with HRA, Clinical Programs, or related Medicare capabilities
• Experience leading technology-enabled business or clinical initiatives
• Experience working across highly matrixed healthcare organizations

Pay Range

The typical pay range for this role is:

$100,000.00 - $231,540.00

This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company’s equity award program.
