HUMAN RESOURCES SPECIALIST VI (LABOR RELATIONS) - DOWNTOWN, OAHU

Recruitment Information Recruitment Number 26-0299 This vacancy is with the Department of Corrections and Rehabilitation. Duties Summary The position is located within the Department of Corrections and Rehabilitation (DCR), Administration, Human Resources Office, Labor Relations Unit, which is responsible for conducting departmental administrative services related to negotiated contracts applicable to the various range of bargaining units, and participating in contract negotiation activities as the primary departmental representative. The purpose of this position is to direct the labor relations program through supervision of staff who manage grievances, arbitration, contract interpretation, and labor-management consultation. This position is also responsible for advising executive leadership, ensuring consistent collective bargaining contract application across the department, and representing the department in high-level labor-management discussions and dispute resolution. In order to successfully perform the duties and responsibilities of this position, applicants must possess demonstrated knowledge of principles, practices, laws, rules, regulations, and collective bargaining practices/contract provisions related to the human resources field of labor relations. Applicants must also possess the ability to make decisions under urgency and pressure, maintain open, fair and productive labor management relations, analyze complex labor relations problems and develop solutions, provide sound recommendations, and effectively represent management interest. Minimum Qualification Requirements To qualify, you must meet all of the following requirements: Legal Authorization To Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States. Basic Education/Experience: A bachelor's degree from a regionally accredited four-year college or university. Specialized Experience: Three and one-half years of professional work experience in one or any combination of human resources management functions; i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, human resources program development and services, labor relations, and human resources research. Staff Specialist or Supervisory Experience: One year of Staff Specialist or Supervisory Experience of the type and quality described below: Staff Specialist Experience: Human resources specialist experience performing work regularly encompassing difficult and complex situations and problems in a given human resources specialty with responsibility for furnishing advisory services to management in the overall aspects of program development and evaluation; or human resources specialist experience performing extensive and intensive work in a given area of specialization, working on the most complex and difficult assignments in the areas of program development and evaluation, development of new and revised procedures, review of working situations to be sure that departments are following guidelines for sound human resources practices, recommending legislation or studying impact of proposed legislation, and engaging in human resources research aimed towards improving the human resources system. OR Supervisory Experience: Experience in the field of human resources management which included (1) planning and directing the work of others; (2) assigning and reviewing their work; (3) advising them on difficult problems; (4) training and developing subordinates; and (5) evaluating their work performance. Selective Certification-Labor Relations Experience: Of the required years of human resources management work experience required for the class, two (2) years must include professional labor relations experience such as handling grievances, interpreting collective bargaining agreements, and advising management on labor relations problems and solutions. Such experience must have been comparable in scope and complexity to that of the class Human Resources Specialist IV in the State Service. Driver's License: Applicants must possess a valid driver's license at the time of appointment.
