(PDA) is a non-profit corporation which advocates for legal system reform and develops alternatives that shift from a punishment paradigm to a system that supports individual and community health. We also provide a direct services program (CoLEAD) and provide technical assistance to community partners who are committed to these goals. Grounding reform in a public health and safety framework, PDA develops new strategies and implements models that improve on conventional responses to crime and public order issues. In collaboration with community and government partners, PDA uses policy advocacy, organizing, litigation, and public education to achieve its goals. Position Description: The Operations and Administrative team at PDA includes the Finance Team, Information Technology, Chief of Staff, and the Administrative Team. Everyone in this space is a leader. The Sr. Accountant will be a valued member of the Finance Team, assisting in the accounting functions to support our continued agency success across the program areas. Reporting to the Director of Finance, this position is customer-centered and cultivates and stewards' relationships for the benefit of our agency. Thus, the desired candidate is expected to come to the position with a fun and positive spirit of collaboration and innovation and see the opportunity to resolve issues by taking initiative that works for all. This team intentionally fosters trust and team building, and the individual in this position will enhance these efforts. We are a multifaceted, hands-on team in a high-functioning and fast-paced organization and jump in to assist each other often, no matter role or title. Essential Job Functions: The Senior Accountant's primary responsibilities include but are not limited to:
- Perform a variety of complex professional-level accounting duties in a lead position
- Ensure expenses are coded and allocated according to grant and contract requirements; which will require reading and understanding underlying finance related compliance obligations in each of PDA's revenue contracts
- Responsible for aiding in the preparation, maintenance and control of the general ledger on an ongoing basis, including allocations of income and expenses to programs and applicable fiscal time periods
- Review and analyze financial and program data and documents to assure accuracy, completeness and compliance with PDA policies and procedures, applicable funding rules/compliance, and other governmental, and non-governmental regulations
- Monitor financial transactions for accuracy and timely processing; maintain journals and ledgers for assigned activities and accounts and report as requested or required.
- Answer questions and provide information and assistance to internal and external stakeholders regarding a variety of accounting, budgeting and funding regulations, requirements and issues; analyze financial accounting data and make recommendations
- Assist finance team with the development, establishment and monitoring of the fund budgets
- In coordination with the Director of Finance, develop and document business processes accounting policies to maintain and strengthen internal controls
- Ensure comprehensive understanding of and compliance with all billing and budget requirements associated with revenue contracts. Decipher if changes are needed to the general ledger structure or to billing templates
- Maintain all billing instructions, monitor and prepare general ledger for billing, gather supporting documentation
- Management of gift cards from receipt, proper and secure storage, tracking usage and booking associated journal entries to reconciliation
- Ensure expenses are properly booked and allocated to grants and contracts under this role's review
- Assist in the preparation of annual PDA budget.
- Assist with Single Audit and Financial Statement audit
- Assist with SEFA and Grant Reporting
- Providing technical assistance to subrecipient(s)
- Assist with setting up PDA Medicaid billing
- Assist with subrecipient monitoring
- Assist with monthly program reporting; ensuring accuracy of the mapping of actuals to budget categories.
- Other duties as assigned
- Proven experience as an accountant or similar role.
- A minimum of 5 years of accounting experience, some in a nonprofit setting
- Preferred experience with Medicaid billing and compliance
- Bachelor's degree in accounting, finance or relevant degree
- Generally accepted accounting principles, practices and procedures
- General ledger organization and best practices
- Month-end close process and Financial reporting
- Bachelor's degree in Accounting or Finance
- 5 + years GAAP accounting experience
- Strong background in general ledger account reconciliations
- Strong excel skills a must
- Strong communication skills
- Experience reading revenue contracts and deciphering accounting treatment a plus
- Non-profit accounting experience a plus
- Federal Grants compliance understanding a plus
- Medicaid billing experience a plus
- Accounting Software (QuickBooks Online)
- Excel: Advanced proficiency required, Vlookups, pivot tables
- Microsoft Office including Word and PowerPoint; Adobe Acrobat and File Explorer
- Data processing applications; Report writing skills, Import/Export between programs
- Balance accounts and reconcile financial statements
- Review records for errors and inconsistencies
- Build crosschecks and verifications into work to improve accuracy and provide audit trail
- Aptitude for numbers and quantitative skills. Accuracy and attention to detail
- Work independently but properly assess situations for needed assistance;
- Exercise good judgment.
- Interpret and apply policies, rules, regulations, and procedures
- Maintain multiple, pressing projects at one time and properly prioritize deadlines
- Communicate clearly and kindly with staff regarding accounting deadlines and information, and Payroll, benefits, and HR Matters
- Write clear and concise accounting procedures documents
- Participate in a team-based leadership structure
- Demonstrated intermediate to advanced computer skills in Microsoft Office Suite including Word, Excel, G-Suite email system, and Adobe Acrobat Pro; ability to conduct internet research; and ability to learn and master new software applications
- Maintaining a high level of emotional intelligence, clear communication, and flexibility in mode of communication is necessary
- Experience reading revenue contracts and deciphering accounting treatment a plus
- Federal Grants compliance understanding a plus
- Medicaid billing experience a plus
- Demonstrate cultural competence and sensitivity in working with diverse clients, communities, and colleagues
- Strong drive and initiative with the ability to manage time well in an environment of many concurrent assignments and deadlines.
