Social Worker Program Coordinator (Residential Rehabilitation Treatment Program)

Summary This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. Applicants must meet specific individual eligibility requirements in accordance with VHA policy and submit an EDRP application within four months of appointment. Program approval determines the award amount (up to $200,000) and eligibility period (one to five years) through a complete review by the VHA Education Loan Repayment Services program office. Eligibility/Qualifications Applicants pending completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements Citizenship: Must be a citizen of the United States. Non‑citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3 – section A – paragraph 3g of this part. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. 7403(f). Education: Must have a master’s degree in social work from a school fully accredited by the Council on Social Work Education (CSWE). Graduates of schools in candidacy status do not meet this requirement until the school is fully accredited. A doctoral degree in social work may not substitute for the master’s degree. Verification of the degree can be made by visiting Licensure: Persons hired or reassigned to social worker positions in the GS‑0185 series in VHA must be licensed or certified by a state to independently practice social work at the master’s level. Current state requirements may be found by visiting May qualify based on the Grandfathering Provision described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker Program Coordinator – GS‑0185‑13. One year of experience equivalent to the GS‑12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Additional Experience: Candidates may have certification or other post‑master’s training from a nationally recognized professional organization or university that includes a defined curriculum or internship, or equivalent supervised professional experience. Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level and must provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:

  • a) Skill in coordinating and implementing one or more specialty program(s) across the facility.
  • b) Skill in local policy and practice development – procedures and/or practice guidelines for the program as prescribed by the program handbook or national directive.
  • c) Skill in organizing work – setting priorities – meeting multiple deadlines – and evaluating assigned program areas.
  • d) Ability to collaborate with internal and external partners to further program goals and enhance patient‑centered care.
  • e) Ability to provide the full range of supervisory duties including assignment of work, performance evaluations, selection of staff, training, and recommendation of awards, advancements, and, when appropriate, disciplinary action.
  • f) Ability to oversee fiscal matters – including fund controls, contracts, and equipment expenditures – forecast resource and equipment needs, and administer the allocated budget.
  • g) Knowledge of organizational structure and its impact on program operations.

Physical activity involves sitting, standing, walking, bending, stooping, climbing stairs, and carrying light items such as papers, books, or other supplies. The incumbent uses a computer and standard office equipment. The emotional demands can be stressful when working with veterans, patients, and their families or caregivers. A level of self‑awareness is essential. Duties VA Careers – Social Work: VA Careers – Licensed Clinical Social Worker: Total Rewards of an Allied Health Professional. The Mental Health Residential Rehabilitation Treatment Program (MH RRTP) at Tennessee Valley is a 34‑bed domiciliary focused on SUD and PTSD. Mission: Provide a comprehensive, evidence‑based, patient‑centered treatment program that utilizes developmental, biological, psychological, and sociological approaches to deliver individualized rehabilitation for substance use disorder (SUD) and post‑traumatic stress disorder (PTSD). Program manager will lead an interdisciplinary team including social workers, vocational rehabilitation specialists, addiction therapists, psychologists, peer specialists, clinical pharmacy practitioners, psychiatric nurse practitioners, nurse practitioners, and nurses. Experience leading multidisciplinary teams in a fast‑paced setting is preferred. Incumbent should have experience treating SUD and/or PTSD in inpatient or outpatient settings. Direct, administer, and manage all aspects of the program – including comprehensive planning, developing and implementing programs, policies, and procedures; determining program needs; overseeing the type, quality, and quantity of services provided; setting priorities; and establishing short‑ and long‑range program goals, initiatives, and direction. Collaborate with discipline supervisors (psychiatry, psychology, social work, nursing) by providing input in hiring, performance reviews, incentives, and discipline. Provide clinical consultation in utilizing evidence‑based therapeutic practices and clinical practice guidelines. Create a work environment that acknowledges and respects diverse interests, points of view, and discipline perspectives while providing support, encouragement, and direction to all staff. Triage and assign referrals for services in a systematic way and recommend treatment plans. Monitor delivery of services to meet VA guidelines and standards. Implement ongoing program evaluation and outcome projects using data‑driven quality assurance processes, including establishing and monitoring team production and performance standards, implementing patient outcome and satisfaction projects, and overseeing completion of evaluation reports. Establish and modify clinic scheduling profiles for all MH RRTP. Approve and certify timecards for the MH RRTP. Meet with staff monthly and as needed for urgent and emergent situations. Establish and maintain therapeutic relationships and exercise professional judgment to provide treatment for veterans. Contact the EDRP Coordinator for questions or assistance. Pay: Competitive salary and regular salary increases. A higher step rate may be determined after consideration of unique qualifications or special needs of the VA (above minimum rate of the grade). Paid Time Off: 37‑50 days of annual paid time off per year (13‑26 days of annual leave, 13 days of sick leave, 11 paid federal holidays). Selected applicants may qualify for credit toward annual leave accrual based on prior work or military service experience. Parental Leave: After 12 months of employment – up to 12 weeks of paid parental leave in connection with birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment – full‑time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of eligible childcare costs, up to the monthly maximum of $416.66. Retirement: Traditional federal pension (5‑year vesting) and federal 401(k) with up to 5% contributions by VA Insurance. Health, vision, dental, term life, and long‑term care insurance are available and can be carried into retirement. Telework: Ad‑Hoc Virtual – This is not a virtual position. Permanent Change of Station (PCS): Not authorized. Recruitment Incentive (Sign‑on Bonus): Not authorized. EDRP Authorized – Former EDRP participants are ineligible to apply for incentive.
