Purpose of Position  

The Regional Property Operations Manager will lead Housing Alexandria’s workforce and affordable LIHTC (Low-Income Housing Tax Credit) portfolio, with a focus on strong team leadership, operational excellence, financial performance, and resident experience. This role partners closely with the Regional Leasing and Compliance Manager to achieve occupancy and financial goals while fostering safe, positive, and supportive communities.  

The Regional Property Operations Manager oversees community management teams to ensure consistent, compliant, and high-quality operations across the portfolio. The ideal candidate is financially savvy, knowledgeable in LIHTC compliance, an analytical problem-solver, and an empathetic leader who builds strong teams and resident relationships. This position reports directly to the COO.  

Primary Responsibilities  

Team Leadership  

• Build, coach, and manage property operations teams across the portfolio that prioritize consistent quality, legal compliance, contribute to a positive culture, and meet safety and customer service standards.  
• Manage team member performance, oversee trainings and development, and complete performance evaluations.  
• Partner with the Regional Leasing and Compliance Manager to establish community standards, team collaboration, and reporting expectations.  
• Collaborate with leadership to develop annual business plans and team quarterly goals.  
• Provide regional leadership during significant property incidents, emergencies, or resident concerns and coordinate appropriate response with internal teams, vendors, and external partners.  
• Collaborate with leadership to strategize team growth, recruiting, selection, onboarding, and team retention.  
• Review property performance regularly with Community Managers and establish corrective actions when goals are not being met.  

Property Management  

• Develop and oversee property budgets, analyze financial reports, and implement cost-effective strategies to maximize property performance.  
• Oversee proper invoicing, approval, and reporting by all properties.  
• Conduct regular property inspections to ensure safety, maintenance, and HALX community standards compliance.  
• Oversee maintenance operations to ensure quality and service standards are met across the portfolio, including but not limited to, preventative maintenance, work orders, make-readies, and inspections.  
• Collaborate with the Asset Management team to implement capital improvement plans that ensure the long-term viability of HALX assets.  
• Develop and oversee proposals, scope of work agreements, negotiate contracts, and manage vendor contracts for the operating communities.  
• Monitor vendor performance, service levels, and contract compliance and address performance issues as needed.  

Operations Strategy  

• Ensure residents' inquiries, concerns, and feedback receive prompt, positive responses. Implement processes or programs to assess residents' needs and promptly resolve issues continually.  
• Oversee evictions, collections, legal filings, and related compliance matters across the portfolio, ensuring timely and consistent resolution in accordance with applicable laws and regulations.  
• Oversee property compliance with LIHTC, fair housing, lease, safety, and other applicable regulations.  
• Review audit and inspection findings and ensure corrective actions are completed.  
• Collaborate with the Regional team to oversee the development, implementation, and management of SOP (standard operating procedures) for property operations activities.  
• Support Resident Services programs and initiatives to increase resident satisfaction, financial strategies, and partner relationships.  
• Support marketing and communication efforts to meet vacancy goals, increase brand awareness, and build win-win partnerships within the community.  

Ongoing Work  

• Maintain professional and technical knowledge by attending subject-relevant educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.   
• Ensure enhancement of best practices to achieve business goals and execute corporate strategies.    
• Assist fundraising events and programs to increase organizational awareness, build community relationships, and improve vendor partnerships.  
• Foster Housing Alexandria’s mission, culture, values, strategic plan, and commitment to diversity, equity, and inclusion.  
• Perform other duties as directed.  

Required Skills and Qualifications  

• Bachelor’s degree in finance, property management, asset management, or a related field.  
• Five years of experience in LIHTC multi-family property management.  
• Excellent budget development and management with a proven success record of meeting financial objectives.  
• Four years of team coaching and management experience.  
• Proficient in fair housing, eviction regulations, and lease enforcement skills.  
• Excellent data analysis, evaluation, and reporting skills.  
• Capacity to work on multiple tasks and projects simultaneously while meeting the position's priorities.  
• Experienced in property management software (Entrata).  
• Sincere interest in career growth and support of Housing Alexandria’s mission.  

Beneficial Skills and Qualifications  

• Professional certification preferred (CMH, ARM, CAM, RAM).  
• Spanish speaking, writing, and reading fluency.  
• Proficiency in property management software (Entrata).  
• Comfortable with various responsibilities, including day-to-day administrative tasks and big-picture strategic projects, which may evolve.  
• Experience aiding individuals and groups facing difficulties such as economic disadvantage, unemployment, abuse and neglect, substance abuse, aging, disabilities, prevention, health, cultural competencies, and inadequate housing.  

Position Requirements   

This full-time position is based on-site, Monday through Friday, with occasional responsibilities requiring flexibility for evening or weekend activities.  This position requires the team member to have a valid driver’s license, reliable transportation, and regularly travel locally in the Alexandria area.

Salary and Benefits  

Commensurate with experience. $90,000 to $95,000 annually. This position is bonus-eligible. Housing Alexandria’s benefits package includes medical, dental, vision, life, and disability insurance.
