The salary listed is steps 1 through 6 and are the classification for Senior Accountant. This includes the maximum earnings for the classifications with longevity. Per Washington State Pay Transparency Act.

JOB SUMMARY
Your job in the department is to . . .
Under limited supervision, the Senior Accountant performs advanced professional accounting work. Accumulates and manages financial data from source documents and verifies for accuracy. Prepares and maintains financial data for posting to reflect accurate accounting and distribution of income and expenses to appropriate accounts. Prepares financial analyses and a variety of financial reports as required.

Reconciling accounts and adjusting irregularities, as well as making recommendations for improvement of accounting systems, methods, and techniques. Finally, this position assists in training and reviewing the work products of other employees.

JOB FUNCTIONS

Accounting D 80%
• Provides responsible professional and technical assistance--including research planning and implementation--to the Finance Director or designee and other members of the finance staff, in the administration and implementation of the City's financial, auditing and accounting processes.
• Oversees the daily cash receipting and ensures proper posting to the general ledger. Collects reports for recording EFT, wire transfers, and other cash flow transactions along with their supporting documentations.
• Reviews and audits utility customer billings, city bills and posts utility account refunds and adjustments.
• Performs various bank reconciliations and prepares, processes, and files internal and external fund journal entries to record interest and other adjusting entries including state and federal taxes.
• Prepares, verifies, reviews, and submits check requests.
• Prepares, reviews, and verifies rental deposits and ARPA grant check requests.
• Assists the Finance Director or designee in preparing reports, forecasts, projections, presentations and conducting various financial analyses.
• Coordinates the year-end payroll and accounts payable reporting and closing functions.
• Implements and performs account reconciliations, investigating discrepancies and suggesting corrective entries.
• Assists with the annual audit and the quarterly and annual financial statement preparation.
• Maintains journals, ledgers and other complex financial records and assists the Finance Director or designee with the Chart of Accounts and establishing the total financial status of various funds.
• Reconciles discrepancies.
• Researches, organizes, and prepares special or periodic reports required by other organizations, including the state auditor, federal, state and county agencies, and financial institutions.
• As assigned, conducts research and performs specialized studies, including cost analyses of selected financial or finance-related topics.
• Analyzes accounts and evaluates processes, controls and accounting related systems for procedural modifications to improve efficiency and strengthen compliance with accounting and auditing rules and regulations.
• Assists in preparing the Annual Financial Statements in compliance with Washington State Statutes and the Budgeting, Accounting and Reporting System (BARS).
• Maintains a solid working knowledge of the City's integrated accounting system and its multiple applications and serves as the financial system super user.
• Supports the budgetary process as directed by the Finance Director or designee.
• Participates in the day-to-day cash management of the City's demand accounts; prepares transfers money to and from the state investment pool as directed by the Finance Director or designee; prepares transfers money to claims and payroll account; provides dual control of the day's receipts and ensures proper deposit was received at bank.
• Assists the Finance Director or designee with ensuring compliance with the City's procurement policies and procedures, including supporting staff with grant processes and reporting.

Customer Service & Interdepartmental Collaboration AN 10%
• Provides customer service; responds in person or by phone to requests, inquiries and complaints including those from City employees, utility customers, vendors and the public.
• Serves as relief to front counter personnel; processes cash and check transactions for payment of utility bills, traffic/parking violations, and related City services and transactions; reconciles and posts daily financial transactions; verifies daily bank deposits; assists customers and the public in person or by phone with billing or payment inquiries, complaints, or concerns.
• Responds to public inquiries; refers to the appropriate contacts providing services under contract to the City.
• Works with other departments as needed.
• Supports the city through entering work orders that are received by phone, in-person, or email.

Finance Department Support AN 10%
• Assists with compiling and assembling data and background materials for a variety of reports; researches records for various information.
• Participates in interview process and provides support to office staff by means of cross-training in different areas to back up other office positions as assigned.
• May be required to perform supplemental support for cashiering, utility billing, accounts payable, and payroll functions as needed.
• May provide support during emergency events.

Strong Knowledge of:
• Principles, practices, and techniques of governmental fund accounting and State BARS requirements which affect municipal accounting, bookkeeping and financial reporting practices.
• Methods and techniques of researching, compiling, interpreting, and presenting statistics and data.
• Principles and practices of record keeping.
• Pertinent federal, state, and local laws, codes and regulations.
• Process efficiencies and gap analyses.

Skill or ability to:

• Utilize computers and other technology to communicate in written and verbal forms (i.e. word processing, texts, emails, spreadsheets, department-specific software).

WORKING CONDITIONS
Job Conditions: All staff positions at the City are required to be available to report to work during off hours in case of emergency and perform duties as assigned.
Work Location: City of Snohomish
Travel: Within the City to perform functions such as working with community members, presentations, and trainings.

PHYSICAL DEMANDS
Environment: Standard office setting; frequent interaction with City staff and the general public; exposure to moderate noise levels.
Physical: Incumbents require sufficient mobility to work in an office setting; walk, stand or sit for prolonged periods of time; operate office equipment including use of a computer keyboard; to stoop, kneel, crouch, or crawl; light lifting and carrying; ability to verbally communicate to exchange information.
Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents; and to operate assigned equipment. Specific vision abilities required by this job include close vision, distance vision, and ability to adjust focus.
Hearing: Hear in the normal audio range with or without correction.
