POSITION: Housing Manager REPORTS TO: Director of Housing Services STATUS: Regular, Full-Time, Exempt COMPENSATION: $72,384 BENEFITS: Medical, Dental, Vision, and Life Insurance; Employee Assistance Program; 403 (b) retirement plan; Paid Holidays, Sick, and Vacation LOCATION: Sacramento, CA (this position is not eligible for remote work) JOB SUMMARY One of the Sacramento LGBT Community Center’s goals is to end LGBTQ+ youth homelessness in the Sacramento Region. The Housing Manager plays a critical role in reaching this goal. The Housing Manager is responsible for the oversight of the Center’s STEP Shelter and Transitional Living Program, both serving 18-24 year old youth experiencing homelessness. This position directly supervises Housing Advocates and provides client case management. The Housing Manager must be able to work independently, with experience in crisis management and trauma-informed care. This position reports to the Director of Housing Services and works in partnership with other programming staff and stakeholders as well as directly with youth from diverse backgrounds. ESSENTIAL FUNCTIONS Manage day-to-day operations and provide client case management. Ensure compliance, accurate data collection, documentation, and reporting. Maximize positive outcomes for youth receiving housing services. Manage day-to-day operations of the Short-term Transitional Emergency Program (STEP) and the Transitional Living Program (TLP) and provide client case management Provide client case management with TLP clients, and support with case management of STEP clients as needed. Hire, train and supervise a team of full-time and on-call housing advocate staff in the STEP Shelter. Provide training and supervision of staff and interns, ensuring smooth operations and client-centered care. Hold staff accountable and provide professional development opportunities for the team to advance their youth housing service provision skills. Assist in developing, mentoring, and coaching staff and inspiring and motivating individual and team performance. Create and manage the staffing schedule, ensuring required and consistent staff coverage and smooth shelter operations. Monitor, audit and approve timesheets per agency guidelines. Monitor program operations and procedures; evaluate department issues and recommend and implement solutions. Develop and maintain standard operating procedures for housing programs to ensure safe and smooth operations within housing for staff and clients. Provide crisis intervention services and safety planning as needed. Serve as the crisis control manager, maintaining communication and executing emergency plans in housing programs. Co-facilitate housing staff meetings with Director of Housing and actively participate in leadership and staff meetings and activities. Continually assess and ensure facility maintenance and client supplies. Support Director of Housing with funder site visits. Ensure compliance, accurate data collection, documentation and reporting Ensure staff accurately and completely record client information, including all services provided to clients, case notes, and client progress/successes in the client data systems daily per agency guidelines; periodically audit to ensure data integrity. Become proficient in HMIS documentation for entry, audit, review and staff training. Ensure housing programs operate within approved agency budget guidelines and funder requirements. Provide regular written program progress reports, grant deliverable reports, and other data and program evaluation reports as directed by supervisor. Maintain strict confidentiality and professionalism in relationships with all staff, clients, community partners, media, volunteers and donors. Maximize positive outcomes for youth receiving housing services Center racial justice as a form of liberation for unhoused LGBTQ people. Ensure safety and well-being of clients and staff. Work to create and reinforce skills-based programming and case management for clients to assist them in securing housing, learning life skills and working toward independent living. Ensure alignment of programming with grant deliverables and program priorities. Work collaboratively with the Director of Housing, Chief Program Officer, STEP Case Manager, and the housing and youth teams to ensure successful programming and outcomes for unhoused youth in both shelters. Work to successfully meet the program’s goal in securing safe and permanent housing for unhoused youth. Represent the Center on youth and homeless task forces and committees, building relationships with youth housing organizations, including the Homeless Youth Task Force, Sacramento Steps Forward, community partners and leaders throughout the Sacramento region. Build connections with social service and health care providers to support the needs of unhoused youth. Ensure inclusive and culturally responsive services and programming. General Duties Functions as a strategic member of the Leadership Team regarding key organizational and management issues. Facilitate or participate in staff meetings, planning meetings, and other meetings as required. Collaborate with Center leaders, staff, departments and community service providers to reinforce efficiency and effectiveness of delivery of services. Participate in a rotating Leader On-Call Program to support on-site staff and clients in case of after-hours emergencies. Handle a variety of special projects and other related duties, as assigned. QUALIFICATIONS AND EXPERIENCE Experience working with the LGBTQ+ community and familiarity with issues of particular relevance to LGBTQ+ youth experiencing homelessness. Minimum 2 years of management experience or 3-5 years experience working with at-risk youth and housing, with increased responsibilities over span of career history, including a proven ability to solve complex problems and to inspire and motivate staff. Excellent interpersonal, verbal, and written communication skills; demonstrated skills in public speaking and facilitation. Demonstrated ability to work effectively with people of diverse races, ethnicities, nationalities, sexual orientations, gender identities, socio-economic backgrounds, religions, ages, English-speaking abilities, immigration status, and physical abilities in an intersectional environment. Experience with HMIS preferred. Preferred Availability: Sunday-Thursday or Tuesday-Saturday. Monday-Friday schedule will be considered based on the needs of the program. Some evenings, as needed. Ability to work independently and as part of a team. Knowledge of Federal, State, and County regulations applicable to housing youth. Experience with crisis management and crisis intervention, including de-escalation and motivational interviewing techniques. Strong critical thinking skills with proven attention to detail, organization, and timely independent decision making. Ability to synthesize information and manage competing priorities. Ability to represent the Center and housing team in a positive and professional manner. Creative problem-solving skills, with excellent ability to troubleshoot and exercise sound judgment to prioritize tasks and limit distractions. Ability to be proactive and self-motivated under tight deadlines, with the ability to take direction and function under high pressure. Helpful and positive attitude, focused on customer service, and a proven ability to establish solid connections and build successful relationships that support the mission. Experience with data collection, client documentation, and ensuring client confidentiality. REQUIREMENTS Passion for the Center’s mission and work to create a region where LGBTQ people thrive and a commitment to follow all policies and procedures of the organization. Experience working with queer and transgender Black, Indigenous, and other youth of color experiencing homelessness, undocumented community members and asylum seekers, people living with HIV/AIDS, people with mental health and addiction issues, non-native English speakers, having modeled a client-centered approach is critical. Education: Bachelor’s degree required (master’s degree preferred) in Social Work or related field; 3-5 years of direct homeless services and/or social service management experience may be substituted for formal education. Experience: 3+ years of directly related experience is required. Availability : A typical schedule will be Sunday – Thursday or Tuesday – Saturday. Some evening work may also be required on an as-needed basis. A Monday-Friday schedule may be considered based on the needs of the program. Certifications: Certificate in CPR or BLS required within three months of employment. Proficiency in English is required; bilingual applicants encouraged to apply. Computer/Office Equipment Skills: Advanced proficiency in Microsoft Office, including Outlook, Word, Excel, and PowerPoint, is required; must also be able to type 40-50 WPM and have a working knowledge of Microsoft and other communication platforms Transportation: Access to reliable automobile transportation with a valid driver’s license and proof of insurance is required. This position may require client transportation as needed. Physical Demands: The person in this position may be required to sit or stand for extended periods, maneuver tight storage spaces, move objects up to 50 pounds, ascend/descend stairs, operate office equipment, open and close cabinets and boxes, observe visitors, and communicate messages via phone and text.
