Assistant Public Defender

Overview The Utilities Department is currently seeking an individual with a strong background in planning and project management to fill a regular, full‑time position in its Operations and Maintenance Division. This position works under the general direction of the Planning Manager, overseeing specialized projects and programs for the Planning and Program Section. Essential Functions Develop and direct the implementation of goals, objectives, policies, procedures, and standards for the work group. Establish methods and means of accomplishing program objectives. Analyze and interpret program results, develop and present presentations, and recommend courses of action. Develop and monitor section budget; analyze cost effectiveness and exercise cost controls. Assist in developing new program function elements, including researching, compiling, and analyzing support data. Perform strategic planning and financial analysis, including preparation of budgets, staffing, operational needs, and work plans addressing service levels. Manage staff engaged in administering programs; coordinate with management on program direction; resolve significant and controversial issues. Ensure that performance measures and standards for programs are met; monitor performance; guide staff in adjustments to program administration and strategy. Provide advice and assistance in areas of contract management. Represent section and department on multiple interdepartmental and interdivisional teams and committees. Lead the Department’s Emergency Management Program and chair the Emergency Management Team. Make reports and presentations to the Utilities Environmental Services Commission; present training to all Operations and Maintenance staff. Manage recruitment, training, evaluations, and termination of full‑time employees and temporary employees/student interns. Establish and maintain a working environment conducive to positive morale, individual style, creativity and teamwork. Minimum Qualifications Graduation from an accredited four‑year college or university with a degree in business, public administration or communications. Five or more years of progressively responsible related experience in program management, preferably in the public sector. Three or more years of experience as supervisor of a work group. Five or more years of experience with water, sewer, and surface water systems preferred. Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities. Additional Qualifications Considerable knowledge of city, state and federal laws and regulation relevant to program areas as well as departmental policies and procedures. Thorough knowledge of the principles and practices of public sector organization and program operations. Knowledge of project management, including planning, scheduling, monitoring and problem solving. Experience dealing with applicable federal, state and local laws, regulations, policies and procedures. Ability to plan, assign, direct, and evaluate the work of staff. Ability to provide leadership, counsel, motivation and constructive performance reviews to staff, securing their commitments to program goals. Ability to prepare informative reports and deliver persuasive, succinct presentations to senior management, elected officials, and community groups as required. Ability to organize, analyze, interpret and evaluate problems and provide practical, cost‑effective solutions. Ability to perform multiple tasks, projects and programs concurrently while staying focused on achieving goals. Knowledge and experience with NIMS and ICs. Strong oral and written communication skills. Strong computer and software skills. Working Conditions & Physical Requirements Must possess mobility to work in a standard office setting and use standard office equipment, including a computer. Work involves walking, talking, hearing, using hands to handle objects, tools and controls, and reaching with hands and arms. Vision abilities required to read printed materials and a computer screen. May be required to push, pull, lift, and/or carry up to 20 pounds. Noise level is usually moderately quiet. Job may require occasional outdoor field visits and extended hours to staff the City’s Emergency Management incident command center as required.
