Evaluation Specialist II

Downstate Adjustment: $4,000 annual adjustment for positions with a designated work location in New York City, Nassau, Rockland, Suffolk, or Westchester Counties (pro‑rated for part‑time positions). Department (OHEHR) AI – AIDS Institute (New York State Department of Health) Job Title Evaluation Specialist II Responsibilities Health Research, Inc. seeks an Evaluation Specialist II to work in the Office of Sexual Health and Epidemiology (OSHE) within the AIDS Institute (AI). The incumbent will: Utilize program, surveillance, and epidemiological data to monitor and evaluate HIV and STI programs, including partner notification and linkage/relinkage to care activities. Contribute to the performance analysis and dissemination of Partner Services program outcomes, and support continuous quality assurance and improvement cycles. Maintain data accuracy and completeness by overseeing data entry and providing guidance to field staff. Analyze disease cluster detection and STI trend analyses using anomaly detection software and Tableau dashboards. Prepare abstracts and manuscripts for presentation at local and national conferences and for peer‑reviewed journals. Minimum Qualifications Bachelor’s degree in a related field and two years of experience in evaluation and/or analysis of health or related programs; or an Associate’s degree and four years of experience; or six years of experience. A Master’s may substitute for one year of experience. Preferred Qualifications Master’s degree in public health, epidemiology, or a related field; at least one year of experience with STI, HIV, or infectious disease research; proficiency with quality assurance and improvement; experience with confidential datasets; data visualization skills; at least one year of experience with SAS, SQL, or other programming languages; proficiency in Microsoft Office; research dissemination experience. Conditions of Employment Grant‑funded position requiring compliance with time and effort reporting and grant deliverables. Valid, unrestricted U.S. work authorization required; visa sponsorship not available. Up to 25% travel required. Candidate must reside or be willing to relocate to New York, New Jersey, Connecticut, Vermont, or Massachusetts before hire. Hybrid work schedule possible after a three‑month waiting period, subject to performance and needs. HRI participates in the E‑Verify Program.
