Program Operations Manager

Program Operations Manager Responsibilities Program and Project Operations – Work with the Program Manager and Project Managers to ensure seamless program operations, set priorities, and resolve issues from project initiation to closure. Develop SOPs to keep projects on-schedule and sponsor requirements met. Program and Project Administration – Understand or quickly learn project or product details. Prepare information for reviews, content and editorial review of technical materials, plan meetings, interface with sponsors, collect presentation information, manage scheduling and logistics, attend meetings and record action items. Logistics and Collaboration – Coordinate with other APL organizations (security, quality, communications, contracts, etc.) to organize support and ensure successful execution. Extrapolate contractual deliverables, integrate into the task plan, monitor progress, prioritize tasks and delegate when appropriate. Proposal Development – Facilitate and manage proposal development timeline with the Financial Manager, gather technical inputs, recommend content, and ensure overall quality of the final submission. Technical Support, Analysis, and Reporting – Build understanding of technical work, convey methodology and impact, collaborate with PM on kickoff review and updates, assist in developing the Statement of Work and ensuring adherence. Program Finances – Collaborate with the Financial Manager to monitor program financial status, analyze and detect potential deviations in project plans. Qualifications Minimum qualification: Have a bachelor’s degree in business, project management, finance, or a related field. Have 3+ years of experience in project operations or project management with proven ability to track, monitor, and update program schedules and contract deliverables. Strong communication skills with experience communicating with all levels of management and government officials. Demonstrated capability to independently analyze, summarize, and make recommendations on processes, procedures, and project operations activities. Ability to obtain a Secret security clearance (U.S. citizenship required). You will exceed our minimum requirements if you: Have 5+ years of experience in project operations or project management with proven ability to track, monitor, and update program schedules, milestones, and contract deliverables. Are knowledgeable and experienced with APL systems and processes.
