Position Overview Clients’ Rights Advocate (CRA) – Generalist role for the Harbor Regional Center. This position focuses on serving Latinx clients, requires Spanish fluency, and offers a hybrid work schedule with a minimum of two days per week in the Norwalk office. Location & Schedule 12501 Imperial Highway, Norwalk, California (Harbor Regional Center). Hybrid schedule, minimum of two days per week in office; up to three days remote. Employment Status Exempt, Regular, Full Time. Salary Range

• 72,318 – $91,242 annually (CRA 1 / Band 8)
• 70,858 – $98,816 annually (CRA 2 / Band 9)

Job Responsibilities Essential Functions – The CRA advocates for people with developmental disabilities who are clients of the regional center, providing information, advice, and representation on a wide range of legal needs (special education, Social Security, IHSS, healthcare, insurance, community living). Advocacy – 70% Work in‑person at the Norwalk office at least two days per week with the OCRA’s Harbor Regional Center team. Provide legal information and advice for clients with developmental disabilities receiving regional center services. Represent clients at administrative proceedings related to education, public benefits, and regional center eligibility and services. Identify and employ impact advocacy strategies to remove systematic barriers. Develop and maintain relationships with public and private partners, including government agencies and community‑based organizations, to ensure integrated services. Investigate, facilitate, and report on complaints of rights violations, withholding, or denial. Supervision – 15% Supervise up to one advocate, including hiring, training, performance appraisal, and discipline. If not supervising, perform advocacy duties instead. Outreach & Training – 15% Develop and implement an outreach plan targeting underserved communities. Strengthen and build relationships with local community‑based organizations. Conduct outreach, education, and training for clients, families, and community groups. Other Duties Perform additional duties as assigned. Supervisory Responsibilities The CRA directly supervises one advocate, carrying out responsibilities such as interviewing, hiring, training, setting work assignments, appraising performance, rewarding and disciplining employees, and resolving complaints. Qualifications Spanish fluency (both spoken and written). Experience in advocacy for individuals with developmental disabilities is preferred. Strong knowledge of legal issues related to education, public benefits, and healthcare for people with disabilities. Excellent communication, organization, and interpersonal skills.
