Highway Engineering Design Project Manager

Position Overview We are hiring a Transportation Project Manager to join our dynamic Transportation Team in Pennsylvania, with a preference for Harrisburg, PA. This role reports to the Transportation Practice Leader and involves assisting current project managers, developing client relationships, and positioning for future project management responsibilities, primarily for PennDOT, PA Turnpike Commission, and local government clients. We are unable to provide visa sponsorship for this position. Applicants must already possess work authorization in the country where the job is located. Responsibilities Lead diverse project teams through the development of preliminary engineering and final design, and the delivery of plans, specifications, and estimate packages. Lead design or assist in designing complex roadway and transportation projects requiring creative solutions, including roadways, bikeways, pedestrian facilities, roundabouts, trails, multimodal transportation, or transportation planning. Perform engineering design tasks such as highway and street design, roadway alignments, roundabout design, roadway grading and modeling, curb ramp design, signing and pavement plan, maintenance and protection of traffic, drainage design, and stormwater management design. Utilize software including MicroStation, OpenRoads Designer (ORD), AutoCAD, and/or Civil 3D for design work. Respond to requests for proposals by leading the development of proposal submissions and preparing scope, schedule, and budget of projects. Ensure deliverables and quality standards are met in accordance with the agreed scope, schedule, and budget. Manage and support internal and client cross‑functional teams. Leverage existing relationships and develop new client and consultant relationships in the pursuit of new work. Actively participate in professional societies, organizations, and conferences by serving on boards, presenting at luncheons or conferences. Qualifications Bachelor's Degree in Civil Engineering from an ABET‑accredited program. Active PE License in Pennsylvania or ability to obtain a Pennsylvania PE license within one year of hire. 10‑20 years of experience in transportation design, with a strong preference for roadway experience. Must be able to travel 5‑10% to client sites. Knowledge of PennDOT Project Development Process, construction documentation & administration, and state/local municipal design processes is a plus. Experience with Bentley OpenRoad Designer or Civil3D. Strong leadership, organization, and communication skills. Ability to work independently as well as in a collaborative team environment; offer constructive feedback and direction to support goals. Base pay offered may vary depending on job‑related knowledge, skills, and experience.
