The Director of Accessibility Services provides strategic leadership for the development, implementation, and oversight of comprehensive accessibility services across the College. This position ensures compliance with Title II of the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act of 1973, and all applicable federal and state laws. The Director develops and oversees policies, procedures, and services that ensure equitable access to the College's programs, services, and facilities for students with disabilities. Through collaboration with campus partners, the Director fosters an inclusive and supportive environment that promotes student access, persistence, and success. Reports to: Associate Vice President of Student Services Minimum Qualifications: Bachelor’s degree from an accredited institution in the areas of Education, Special Education, Counseling, Vocational Rehabilitation, Sociology, Psychology, Social Work, Human Services, or related field. Three years of professional experience in a leadership position; supervising professional staff and managing the operations of a department. One year developing and managing a departmental budget effectively. Two years of professional experience in assessment, program review, and continuous improvement initiatives. Three years of professional experience working with and providing support for persons with disabilities. Demonstrated knowledge of disability laws, regulations, and the accommodations process in postsecondary education. Knowledge of current and emerging assistive technologies and accessibility solutions, with the ability to assess needs, guide appropriate technology recommendations, and oversee effective implementation. Professional level experience is defined by the Colorado Division of Human Resources: A position that involves the exercise of discretion, analytical skill, judgment, personal accountability, and responsibility for creating, developing, integrating, applying, or sharing an organized body of knowledge. Colorado revised statute (C.R.S. 24-50-135(1) allows colleges to exempt positions from the State Personnel Classified System that are determined to be professional level work. Preferred Qualifications: Master’s degree or terminal degree from an accredited institution in the areas of Education, Special Education, Counseling, Vocational Rehabilitation, Sociology, Psychology, Social Work, Human Services, or related field. Five or more years of professional experience in a leadership position; supervising professional staff and managing the operations of a department. Three or more years of professional experience in assessment, program review, developing and managing a departmental budget effectively. Five or more years of professional experience working with persons with disabilities with demonstrated application of disability laws, regulations, and best practices for determining and implementing accommodations in a post-secondary educational environment. Demonstrated knowledge of assistive technology and accessible technology practices, including the evaluation, selection, implementation, and effective use of assistive technology, adaptive equipment, and accessibility tools to support students with diverse disabilities and access needs. Demonstrated multilingual communication skills in addition to English. Demonstrated ability to communicate in sign language Duties & Responsibilities: Leadership, Policy Development, and Compliance Develop and implement a strategic vision for accessibility services aligned with the institution's mission and values. Collaborate with senior leadership to integrate accessibility considerations into organizational planning and decision-making processes. Design, implement, and manage accessibility services and process. Develop, update, and implement procedural guidelines related to accessibility in accordance with relevant laws and regulations. Monitor and ensure ongoing compliance with local, state, and federal regulations related to accessibility in the Higher Education realm (i.e., ADA, Section 504 of the Rehabilitation Act). Retention Establish a culture of continuous improvement in retention strategies based on ongoing assessment and feedback. Improve Accommodation processes for requesting, implementing, and the delivery of accommodations. Enhance awareness and outreach among students with disabilities about available support services. Foster an inclusive campus culture that embraces diversity, including students with disabilities. Create partnerships to develop activities to support the inclusivity and belonging of students with disabilities among the entire student body. Establish, facilitate, and provide transition services for students with disabilities entering college, including orientation programs and workshops. Provide resources and training to help students navigate the academic environment independently. Supervision, Program Development, and Engagement Provide direct supervision, coaching, and mentorship of professional technical and classified personnel. Evaluate staff performance and develop and conduct staff development programs and activities. Collaborate with various departments, committees, and external stakeholders to promote accessibility initiatives, disability support awareness, and institutional processes to include the alignment of PPSC retention strategies. Develop and provide training, education, guidance and support to ensure that accessibility is considered in the design and development of programs and services within the college. Advocate for accessibility and inclusivity within the institution and in the broader community. Represent the organization in relevant accessibility forums and initiatives. Foster a culture of inclusion and diversity through initiatives and retention strategies that support student success. Resource Allocation, Budgeting, Data Collection and Analysis Develop and manage the budget for the Accessibility Services department, ensuring effective allocation of resources to achieve operational goals. Establish mechanisms for collecting and analyzing data related to accessibility metrics and student data. Prepare regular reports on the status of Accessibility Services program review and progress toward goals. Manage monthly procurement procedures according to institutional guidelines and train the Assistant Director on required financial submission processes. Competencies/KSAs: Ability to navigate differences effectively and respectfully in the workplace. Adhere to college policies and procedures. Promote and advocate for diversity, equity, inclusion, accessibility, and belonging (DEIAB) within the campus community, ensuring equitable access and support for students with diverse needs and backgrounds. Knowledge of applicable federal and state laws and regulations related to disability access and civil rights, including the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, FERPA, and other relevant compliance requirements. Ability to interpret, apply, and ensure compliance with college policies and procedures, Board Policies, System Procedures, and applicable federal, state, and local laws and regulations. Strong leadership, organizational, strategic planning, and project management skills, with the ability to establish priorities, manage multiple initiatives, and achieve organizational goals. Demonstrated ability to build collaborative partnerships and work effectively across departments to advance institutional goals and improve student success. Ability to utilize technology and data to support operations, assess program effectiveness, inform decision‑making, and promote continuous improvement. Ability to travel between college campuses and other locations as needed to support departmental and institutional responsibilities. Depending on your employment category and full or part-time status, Pikes Peak State College offers 15 hours a month of annual leave and 10 hours a month of sick leave accrual. There are paid holidays and alternate paid holidays which allow the college to be closed Christmas Day through New Years Day. Eligibility is defined by your employment FTE status. Retirement Pikes Peak State College participates in Colorado Public Employees' Retirement Association (PERA) contribution rates. State employees are required to a mandatory contribution of a percentage of their salary to the plan, and the college contributes a percentage as well. While you are enrolled in PERA, you do not pay Social Security. In addition, there are supplemental retirement plans available through three other vendors. Flexible Spending Accounts Flexible Spending Accounts (FSA) offer you an easy way to pay for eligible medical and childcare expenses with money that's set aside with a pre-tax benefit. Life Insurance Pikes Peak State College offers life insurance paid for by the college to eligible employees.
