Job Details Job Location: 1- Municipal Building - Cheyenne, WY 82001 Position Type: Full Time Education Level: High School or GED Job Category: Management Compliance Risk Manager Classified as Exempt Department: Compliance Department Supervisor: Director of Compliance Salary: $76,592 to $114,887 per Year General Job Description Under administrative direction, plans, directs, manages, and oversees the City’s comprehensive risk management, safety, insurance, claims, and loss control programs. Serves as the City’s subject matter expert and strategic advisor on enterprise risk, municipal liability, property and casualty insurance, cyber risk, regulatory compliance, and operational resilience. This position develops and implements citywide strategies to reduce organizational exposure, ensure regulatory compliance, protect City assets, and promote a culture of safety and accountability across all departments and operations. The Risk Manager coordinates activities with executive leadership, legal counsel, WARM, third‑party administrators, regulatory agencies, and external stakeholders to support the City’s operational and strategic objectives. Primary Duties and Responsibilities Directs and administers the City’s enterprise risk management, occupational safety, loss prevention, insurance and claims programs. Develop and implement strategic goals, policies, procedures, and performance measures for citywide risk and safety operations. Provides leadership, supervision, mentoring, and performance management for assigned staff. Advises executive leadership, department directors, and elected officials on risk exposure, liability trends, insurance coverage, regulatory obligations, and emerging risks. Represents the City in matters involving insurers, attorneys, regulatory agencies, auditors, risk pools, consultants, and professional organizations. Administers property, liability, cyber, environmental, automobile, and other municipal insurance programs and recommends appropriate risk financing strategies. Reviews contracts, agreements, construction documents and special events for risk transfer and compliance; maintains accurate insured values and exposure data. Analyzes loss trends, actuarial information, claims data, and operational exposures to develop effective mitigation strategies. Oversees investigation and administration of liability, property, and other claims, coordinating with legal counsel, insurers, and third‑party administrators. Ensures compliance with federal, state, and local safety and regulatory requirements including OSHA, DOT, environmental standards. Leads citywide safety programs, hazard assessments, inspections, corrective actions, and initiatives supporting safety culture and operational resilience. Coordinates organizational risk management activities associated with critical incidents, emergencies, and catastrophic events. Develops and administers the Risk Management budget; allocates insurance and claims cost; prepares analytical, statistical, financial, and operational reports and recommendations. Secondary Duties and Responsibilities Directs accident investigations and root cause analyses involving employee injuries, vehicle accidents, property losses, and public liability incidents. Develops and administers citywide safety, loss prevention, and behavioral‑based safety programs. Collaborates with departments to identify operational risks and implement proactive mitigation measures. Forecasts and allocates insurance, claims, and loss prevention costs to City departments. Researches emerging municipal risk trends, legal developments, and industry best practices and recommends operational improvements. Performs related duties as assigned. Knowledge, Skills and Abilities Principles and practices of enterprise risk management Municipal liability and governmental immunity Public sector insurance and claims administration Workers’ compensation and occupational safety programs OSHA and regulatory compliance requirements Risk financing and insurance structures Contractual risk transfer and indemnification Safety and loss prevention methodologies Accident investigation and root cause analysis Budget development and financial management Public administration and organizational leadership Cybersecurity and operational risk concepts; applicable federal, state, and local laws and regulations Principles of supervision, training, and employee development Develop and implement strategic risk management initiatives Analyze complex operational and liability exposures Negotiate insurance and contractual provisions Interpret laws, regulations, and technical insurance language Lead organizational safety and compliance efforts Prepare and present complex reports and recommendations Effectively manage sensitive claims and investigations Exercise sound judgment in high‑liability situations Build collaborative relationships across departments and agencies Communicate effectively verbally and in writing Lead and develop professional staff Respond effectively during emergencies and critical incidents Enterprise risk assessment and mitigation Claims and insurance administration Contract review and risk analysis Public speaking and executive presentations Data analysis and trend evaluation Strategic planning and program development Budget administration and cost allocation Project and personnel management Conflict resolution and negotiation Technical and report writing Qualifications Required: Bachelor’s degree in Risk Management, Occupational Safety, Public Administration, Business Administration, Industrial Hygiene, Safety Engineering, Human Resources, or a closely related field. Five (5) years of progressively responsible professional experience in risk management, occupational safety, insurance administration, claims management, product/process management, or related field, including three (3) years of supervisory or management experience. Valid driver’s license at time of appointment and throughout employment. Preferred: Experience in municipal or public sector risk management. Experience administering self‑insured or pooled insurance programs. Experience with enterprise risk management principles and practices. Experience with business continuity and/or disaster recovery planning. Effective threat and awareness training to recognize potential risk and assess. Preferred licenses/Certifications: Associate in Risk Management (ARM) Certified Safety Professional (CSP) Certified Risk Manager (CRM) Occupational Health and Safety Technician (OHST) Public Risk Management Association (PRIMA) certifications OSHA certifications relevant to municipal operations Physical Requirements The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to maintain effective audio‑visual discrimination and perception needed for making observations, communicating with others, reading, and writing. The employee is also required to maintain physical condition necessary for operating assigned equipment, walking, standing, kneeling, repeated bending or sitting for prolonged periods of time and lifting to 30 pounds. Maintain mental capacity which allows the capability of making sound decisions demonstrating intellectual capabilities. Working Environment Work is performed in office and field environments. Incumbents may be exposed to construction sites, industrial facilities, traffic hazards, hazardous materials, adverse weather, noise, and emergency incident scenes.
