Engineering Technician

Summary

About the Position: This is a developmental position working under closer than normal supervision at the journeyman level performing assignments similar to the duties of the full performance Engineering Technician which includes, exercising program management responsibility for contracting and maintenance activities of the project. The work increases in difficulty, complexity, and responsibility as the incumbent gains experience and demonstrates a full comprehension of the target level position.

Duties

Help

  • Incumbent works under closer than normal supervision at the journeyman level performing assignments designed to provide the competencies, skills, and experience required to perform the more complex work at the full performance grade level.
  • Prepare budget proposals for consolidation into the total project budget.
  • Administer and monitor construction, O and M, and purchase order procurements.
  • Communicate status of maintenance and repairs to the respective Corps officials.
  • Assure quality, compliance with plans, specifications, and safety regulation compliance.
  • Conduct safety and environmental inspections of contractor work areas to ensure regulatory compliance.
  • Develop quality assurance surveillance plans to evaluate contractor performance.
  • Assure effective contractor use of Government furnished equipment, materials and supplies.
  • Evaluate complex structural, mechanical, electrical, electronic, CCTV and communications systems on locks, dams and spillways.
  • Review and evaluate contractor's planning, construction, maintenance and repair efforts on project infrastructure.
  • Furnish advice and guidance on the interpretation of plans and specifications.
  • Remain knowledgeable of market conditions and cost and pricing procedures.
  • Prepare contract specifications and bid documents.
  • Investigate the need for and prepare documents for contract modifications.
  • Conduct pre-bid and pre-work conferences on construction, O and M, and service contracts.
  • Review monthly pay requests from service contractors.
  • Plan and prepare conceptual designs, specifications, and cost estimates.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for Engineering Technician GS-802-10: One year of specialized experience which includes: Assisting in the review of project plans and specifications for technical adequacy and compliance with established engineering standards. Supporting contract administration by monitoring contractor progress, documenting performance, and reviewing payment requests for accuracy. Conducting site inspections of construction or maintenance projects to gather data on work quality, safety compliance, and adherence to project requirements. Assisting in the preparation of cost estimates, technical reports, and correspondence related to engineering and construction activities.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Time in Grade Requirement : Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
