Vice President, Technical Operations

The role has overall responsibility for all Maintenance, Engineering, and Quality Assurance. Responsible for and authorized to change/implement processes, policies and procedures relating to these departments, including those contained in this manual unless otherwise delegated by OpSpec. Serves as the Director of Maintenance for the requirements of 14 CFR 119.65(a)(4), (d)(3) and must discharge duties to meet applicable legal requirements and to maintain safe operations. The Director of Maintenance must be employed on a full-time basis as per 14 CFR 119.65(a).

Responsibilities

• Manage, monitor and coordinate SMS activities as directed. These duties include but are not limited to:

– Coordinate the development, implementation, maintenance, and integration of the SMS throughout Magnifica Air.

– Identify hazards and safety risk assessments including change management.

– Ensure effectiveness of safety risk controls.

– Promote safety.

– Advise the accountable executive on the performance of the SMS and on any need for

improvement.

– Accountable for achieving safety performance relative to job tasks.

– Manage risk acceptable level: orange or lower as defined by Magnifica’s company risk matrix.

• Responsible for the safe and efficient operation of Magnifica Air’s fleet of aircraft.

• Responsible for implementation, oversight, and quality management of the CAMP.

• Oversee Outsource Organization.

• Oversee all Heavy Maintenance Operations.

• Oversee Airworthiness Release including all aircraft returns to service.

• Oversee generation of Records for accomplishment of routine and non-routine items.

• Participate in Publication Change Request (PCR) for manual revisions including evaluating proposals for impact on areas of responsibility.

• Oversee maintenance of operational equipment including verification of installed equipment.

• Provides oversight for new aircraft acceptance process as it relates to part and serial number

collection, EO status and completion, etc.

• Ensure compliance with all applicable Code of Federal Regulations (CFRs) and company policies and procedures.

• Maintain operating cost within established budgetary parameters.

• Communicate to the CEO and SVP all matters pertaining to maintenance regulatory

requirements that may adversely affect Magnifica Airlines.

• Support all company strategies and goals.

• Provide the necessary resources and facilities to enable the Director of Engineering, Sr. Manager of Maintenance Control, Sr. Manager of Material Operations and Director of Quality Assurance/Chief Inspector to perform the tasks to ensure safety and airworthy aircraft.

• Oversee the management in performing daily inventory transactions, shipping and receiving duties, and ensure regulatory compliance of all actions implemented.

• Oversee the management of Ground Support Equipment Preventive Maintenance Functions.

• In departments without Supervisors, ensure that personnel within the department including

> span class="NormalTextRun SCXW124427870 BCX0"> properly trained, qualified, and that they are current to perform assigned tasks.

• Maintain familiarization with the training requirements necessary as defined in the GMM

and ensure training is current prior to performing the functions and tasks of this position

• Oversee Maintenance Duty Time compliance including short term (work day limitations) and long term (24 in 7 rule) compliance.

• Ensure availability of personnel for training, curriculum content, administration, and accomplishment of OJT.

• Oversee facilities and resources related to Heavy Maintenance.

• Responsible for contract maintenance when required.

• In departments without Supervisors, ensure that personnel within the department including > span class="NormalTextRun SCXW124427870 BCX0"> properly trained, qualified, and that they are current to perform assigned tasks.

Authority

• Reports to and derives authority from the Senior Vice President of Operations/SVP and, if deemed necessary, directly from President/CEO of Magnifica Air, Inc.

• Corporate authority for ensuring that all maintenance operations activities can be financed and

carried out to the standard required by 14 CFR and any additional company requirements.

• Has overall responsibility and authority for the CAMP.

Qualifications:

• To meet the requirements of 14 CFR 119.67(c) and to serve as DOM under 14 CFR 119.65(a)(4),(d)(1)(2)(i)(ii)(iii)(iv)(v), 119.67(c)(1)(2)(3)(4)(i)(ii) a person must:

– Hold a mechanic certificate with Airframe and Powerplant ratings.

– Have one year of experience in a position responsible for returning airplanes to service.

– Have one year of experience in a supervisory capacity under either paragraph (c) (4)(i) or (c)(4)(ii) of the FAR section maintaining the same category and class of aircraft as Magnifica Air operates.

– Have three years’ experience within the past six years in one or a combination of the following:

• Maintaining large airplanes with 10 or more passenger seats, including at the time of

appointment as Director of Maintenance, experience in maintaining the same category and

class of aircraft as Magnifica Air operates; or

• Repairing aircraft in a certificated airframe repair station that is rated to maintain aircraft in
