Grants - BH - Senior Program Manager - On-Site San Diego American Indian Health Center, 2630 First Avenue, San Diego, California, United States of America Job Description We are an FQHC community health center dedicated to embodying the values central to American Indian cultures. This includes respect for our patients, acknowledgement of the whole person, and a focus on working together to ensure health for the individual, and therefore the community. We invite persons of all tribes, ethnic backgrounds and walks of life to experience the comprehensive care we deliver and to contribute to the services we provide for children, youth, families, adults, and elders. The Senior Manager for Grant Program Development is a strategic leadership role focused on ensuring that all grant-funded programs are effectively implemented, monitored, and aligned with SDAIHC’s mission. This includes close oversight of program managers to ensure adherence to grant deliverables, compliance standards, and timely spend-down of grant funding in coordination with the Chief Financial Officer (CFO). Essential Duties and Responsibilities: Primary Functions: Strategic Planning and Development: In collaboration with CFO, develop and implement a strategic plan for grant funding utilization that aligns with SDAIHC mission, goals, and objectives. In collaboration with CFO, responsible for grant program implementation, monitoring, quality improvement processes, audit preparation, outcome measurement, policy development, budget compliance and utilization of all grants and programs assigned. Program Development: In collaboration with CFO, lead the design and development of programs funded through grants, ensuring they meet community needs and comply with funder requirements. Collaborate with healthcare professionals, community leaders, and stakeholders to develop innovative and effective health programs. Identifies areas of opportunity to further the mission and vision of the organization and works with the CFO in the development of strategies that are in keeping with the overall mission. In collaboration with the CFO, provide close oversight of all grant-funded programs to ensure program managers are actively monitoring progress toward deliverables and are on track with grant timelines and budgets. Ensure timely and appropriate spend-down of all grant dollars, proactively identifying risks of under- or over-utilization and implementing corrective actions. Conduct regular check-ins with program managers to assess status, address barriers, and coach toward full grant compliance and performance outcomes. Coordinate with the CFO to develop financial tracking tools and reports to support programmatic and fiscal compliance. Supervise and actively engage grant program managers to ensure high performance, accountability, and adherence to all grant requirements. Provide coaching and technical assistance to program managers to improve grant implementation and reporting. Review program data, deliverables, and expenditures regularly with team members to align program execution with funder expectations. Stakeholder Engagement: Build and maintains relationships with funders, community partners, and other stakeholders. Represent SDAIHC in community and professional forums related to grant funding and program development. Compliance: Lead program compliance monitoring efforts, including routine internal reviews of grant deliverables, timelines, and expenditures. Collaborate with HR and the CFO to develop staff performance expectations tied to grant outcomes. Maintain up-to-date knowledge of all program-specific compliance requirements and ensure program teams are trained and held accountable. Other Duties as assigned Qualifications: Minimum Qualifications: Bachelor's degree required in related field. Master’s degree preferred. Proven track record in project management and working collaboratively with internal and external partners. Minimum 3 years’ experience working in grant-funded programs. Preferred: Experience serving a multicultural population, American Indian/Alaska Natives in particular. Familiarity with Community Health Clinics and/or Indian Health Clinics. Experience working with diabetes, immunization, alcohol/substance use prevention and/or mental health-related programs or services. Special Conditions of Employment: Has a clean driving record and insurance as required by the state. Has reliable transportation. CPR/ BLS certification: Maintain a current Basic Life Support (BLS) certification issued by the American Heart Association (AHA), the American Red Cross, or an equivalent organization. Certification must include an in-person, hands-on skills assessment. Online-only certifications are not accepted. Annual background checks: Consent to annual background checks as a condition of continued employment, to ensure compliance with organizational standards and eligibility requirements. For-Cause Drug Screening: Comply with drug screening requirements when initiated by the organization for cause, to support a safe, compliant, and drug-free workplace. Ongoing Compliance Requirements: Maintain up-to-date compliance with all required annual renewals, including professional licenses, certifications, physical examinations, TB testing, and mandatory regulatory trainings as assigned by the San Diego American Indian Health Center (SDAIHC). Knowledge, Skills, and Abilities: Knowledge of the design and administration of grant funding programs. Excellent oral and written communication skills. Excellent organizational skills and attention to detail. Analytical, organizational, and leadership skills for staff supervision and direction. Ability to maintain confidentiality and meticulous records. Effective interpersonal skills. Able to deal effectively with a diversity of individuals. Ability to establish and maintain cooperative working relationships with all staff and stakeholders. Ability to work collaboratively with physicians and other healthcare professionals. Able to perform basic mathematical calculations necessary to perform the job function. Must be reliable and extremely trustworthy. Demonstrated proficiency in Microsoft Suite or related programs. Experience coaching and educating staff and peers. Physical and Mental Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job with or without accommodation. Able to lift/move up to 15 pounds, move from place to place. Able to sit at a desk and work on a computer for prolonged periods. Able to stand, bend and reach for prolonged periods. Ability to do math, organize and prioritize workload, work effectively and efficiently under stress. Ability to supervise, multitask, understand, and follow instructions. Ability to proficiently read, write, speak, and understand English. Customer Service: Actively supports, promotes, and works to fulfill the Mission, Vision, and core values of SDAIHC. Provides excellent internal and external customer service. Demonstrates SDAIHC’s Standards of Customer Service Behavior: Compassion, Attitude, Communication, Appearance, Sense of Ownership, and Teamwork. Participates in on-going customer service training. In every action, seeks to promote SDAIHC as a top service organization. Quality Management: Contribute to the success of the organization by participating in quality improvement activities. Complies with all SDAIHC policies and procedures and proactively participates in the implementation of new initiatives. Participate and ensures continuous quality improvement process as directed by clinic leadership. Safety: Ensures regulatory compliance and adherence with policies and procedures related to safe work practices. Participate in infection prevention through appropriate use of infection control measures during patient treatment and patient interactions. Ensure compliance with regulatory requirements for maintaining physical spaces, equipment, and supplies. Uses all appropriate equipment and/or tools to ensure workplace safety. Immediately reports unsafe working conditions. Privacy/Compliance: Maintains privacy and security of all patients, employee, and volunteer information and access to such information. Such information is accessed on a need-to-know basis for business purposes only. Complies with all regulations regarding corporate integrity and security obligations. Reports on unethical, fraudulent, or unlawful behavior or activity. Upholds strict ethical standards.
