Agency State Bureau of Investigation Division Information , Support Services Job Classification Title Procurement Specialist II (NS) Position Number 60011102 Grade NC12 About Us The State Bureau of Investigation’s mission is to serve Sheriffs, Police Chiefs, and District Attorneys as well as State and Federal partners, by investigating crimes and providing technical assistance in order to increase public safety for the citizens of the state of North Carolina. The SBI does so by conducting criminal investigations of allegations in areas of jurisdiction including narcotics, arson, election laws, misuse of state property, environmental crimes, human trafficking, child sexual abuse in day care centers, and threats made against public officials. The SBI provides support to local agencies related to computer crime investigations, use of force investigations, deaths in custody, crime scenes, financial crimes, missing and endangered persons, public corruption, cold cases, K9, special response team, bomb squad, and air wing. The SBI serves as North Carolina's repository of information on criminal history records, fingerprint identification, expungements, sex offender registry, and concealed handgun permits. The SBI manages the North Carolina Information Sharing and Analysis Center (ISAAC), which is the fusion center for the state of North Carolina, as well as the Behavioral Threat Assessment Unit, which assesses and manages threats of mass violence. Description of Work Primary Purpose of Position: The primary purpose of the Logistics Section is to ensure the efficient, accountable and secure management of the SBI’s physical resources and support services necessary for its operations. This unit oversees the procurement, distribution, and inventory of materials, equipment and supplies; manages asset tracking and disposition; and coordinates the logistical support needed for both day-to-day activities and emergency operations. The unit oversees the SBI’s vehicle fleet and provides mail services for the agency. The Logistics Section ensures that agency personnel have the resources to effectively carry out the agency’s mission while maintaining compliance with state fiscal policies, property management regulations, and internal control standards. Key Responsibilities Purchase a wide variety of goods, equipment, supplies, materials, etc. for the SBI. Prepare requests for quotes, purchase orders, and requisitions. Receive and process requisition requests from members of the agency. Ensure all regulations, codes, and laws are followed, to include provisions of the North Carolina General Statutes and the NC E-procurement System. Maintain regular communication with internal and external customers, vendors, and contractors. Verify receipt of purchased items and follow up on any issues with orders, such as shortages, overages, damages, or items that do not meet specifications and resolve by obtaining credit memoranda or other restitution from vendors. Position/Physical Requirements Must be able to work Monday - Friday, 8:00AM - 5:00PM. Salary Range Salary Range: $47,703- $70,000 Salary will be based on relevant qualifications, internal equity, and budgetary considerations for the advertised position. Management also prefers: Proficient knowledge of principles and practices of public procurement/purchasing process. Demonstrated experience in managing internal tracking processes. Demonstrated experience utilizing the NC E-Procurement System. General knowledge of NCFS (North Carolina Financial System). Proficient knowledge of the NC State procurement process, general statutes, and Administrative Code for both IT and Non-IT commodities and services of the State of North Carolina. This is a full-time position (40 hours per week) with Benefits.
