Community Justice Screening and Outreach Coordinator

Job Title Community Justice (L.E.A.D.) Screening and Outreach Coordinator - SW Seattle Location Burien/SKC Schedule Monday‑Friday 8:30am‑5:00pm Salary Range $82,500 – $96,500. New hires are typically placed at the base of the range and may receive up to $2,000 total for bilingual skills and/or higher education. Job Summary The Screening & Outreach Coordinator is part of the REACH team and serves as the contact point for all referrals to LEAD case management. The role requires efficient communication and collaboration among all partners involved in referring and receiving referrals for LEAD. The Coordinator provides screening, outreach and engagement to individuals referred to LEAD, responds to the local police department, and manages referrals from law enforcement and city officials. Street outreach is conducted as needed to engage individuals who have not yet engaged with their assigned case manager. The Coordinator develops and maintains positive, collaborative relationships with all LEAD partners and other service providers to best serve participants. The position is full‑time, field‑based, uses office space during the day, and requires an on‑call referral phone for after‑hours diversion calls one week per month. Responsibilities Work with staff to transform systems of harm and inequity, improving community health and safety through substance use and homelessness interventions. Act as the primary point of contact for all referrals to the LEAD team. Manage referrals based on capacity. Complete initial screening for all new referrals. Assess and address emergent or immediate client needs at the time of screening, including medical care, shelter, food, and clothing. Provide street and home outreach to engage individuals referred to LEAD and facilitate completion of intake. Complete client intake as needed. Coordinate assignment of new referrals to case managers and provide required paperwork. Track and enter all program referrals into the database, updating demographic information, referral date, type of referral, arrest charge, and case manager assignment. Serve as liaison with the police department, city officials, and other partners. Partner with case managers to provide street outreach when needed. Respond to police officers regarding LEAD participants when case managers are not available. Maintain relationships with chemical dependency treatment providers, mental health providers, health care providers, shelter providers, landlords, detox centers, DSHS workers, and other community resources. Identify gaps and barriers in community resources and advocate for systemic changes. Attend all LEAD program staff meetings and other required meetings. Document all activities according to agency and contract requirements. Note: New and/or different duties and responsibilities may be assigned to this job at any time. Qualifications Education and/or Relevant Experience High school diploma or equivalent required; undergraduate degree preferred. Demonstrated ability to provide street‑based outreach and engagement services to individuals with low‑level drug involvement and those who have experienced trauma and marginalization. Experience developing positive, collaborative relationships with law enforcement and social service providers. Understanding of substance use disorders and harm‑reduction strategies with a passion for serving people experiencing homelessness and co‑occurring behavioral health conditions. Knowledge and Skills Understanding of racial justice and social equity, with commitment to creating an equitable environment for all clients and staff. Ability to establish and maintain effective working relationships with clients and staff from diverse backgrounds. Strong interpersonal, verbal, and written communication skills. Excellent organizational skills and ability to prioritize workload, work independently, and complete tasks timely and efficiently. Dependable, able to work under pressure, receptive to change, willing to learn, and cooperative in problem‑solving. Flexible team player with strong attention to detail. Ability to maintain confidentiality and use discretion with sensitive information. Ability to set boundaries, resolve conflict, and deescalate issues. Computer literate with basic knowledge of Microsoft Office Suite (or equivalent), including email, calendaring, and videoconferencing tools. Additional Essential Information Physical Conditions and Requirements Exposure to illicit drug residues, fumes, or other bio‑hazardous materials, and potential exposure to bloodborne pathogens. Regular requirement to sit, use hands to handle objects, reach, stand, walk, kneel, climb, or stoop; occasional lifting of up to 30 pounds. Visual requirements include close, color, peripheral vision, and focus adjustment; moderate noise level in the work environment. Equipment Used Computer, photocopier, fax machine, phone, and program vehicles. Use of program vehicle may require a valid driver’s license and acceptable driving record.
