Procurement Officer

Location: 1801 N. Lincoln Blvd., Oklahoma City, OK 73105. Employment type: Full time. Under the supervision of the Accounting Supervisor, the Procurement Officer fulfills agency purchasing needs, processes purchasing requisitions, solicits competitive bids, handles correspondence, and supports the Accounting Supervisor in preparing reports. Must enroll in and complete the state purchasing coursework and pass the exam within 90 days to serve as an Agency Certified Procurement Officer. Responsibilities Coordinate contract and procurement functions for the agency. Review requisitions and specifications; determine acquisition method. Complete all actions related to competitive bidding, evaluations, negotiations, award, and close‑out, ensuring compliance with State Purchasing Statutes and Agency policies. Use the Statewide Accounting System (PeopleSoft) to create ePro requisitions, purchase orders and related documentation required by OMES Central Purchasing and OMES Construction and Properties. Maintain an Excel log of all requisitions, purchase orders, and subsequent change orders. Verify proper approvals on internal requisition documents and correct funding/chart codes. Maintain complete purchasing files, upload scanned documents to an online repository, and stay informed of current statutes, policies, and procedures. Develop, maintain, and regularly update accounting section procedures and training guides for compliance. Provide guidance to agency personnel on statutes, policies, and procedures. Provide technical guidance and training for agency staff and suppliers. Act as the agency liaison to OMES Central Purchasing and Construction and Properties. Attend pre‑bid, pre‑construction, periodic, and substantial completion meetings; travel to proposed work sites as required. Monitor contracts to ensure compliance with specifications. Research and prepare reports on the agency’s purchasing activity; close out purchase orders and release encumbrances. Serve as the agency Purchase Card (P‑Card) Administrator or backup administrator, maintaining all files and reports related to the program. Maintain P‑Card training, audit transactions, analyze spending, and provide reports and data to agency staff. Assist with audit requests and provide backup documentation. Perform other duties as assigned by the Accounting Supervisor. Qualifications Associate’s degree or two years of college, preferably in Business, Finance, Accounting, or a closely related field. Four years of State of Oklahoma purchasing experience may substitute for education. Two years of related purchasing experience; preference for current State of Oklahoma Certified Procurement Officers. Experience using PeopleSoft financials software. Extensive knowledge of acquisition methods, specifications, competitive bid procedures, State Purchase laws, pricing methods, market resources, and office procedures. Excellent oral and written communication skills; ability to manage multiple projects simultaneously. Working knowledge of Microsoft Office (Word, Excel, PowerPoint) and internet‑based applications. Ability to lift and carry up to 25 pounds and operate a vehicle. Professional, courteous, and capable of establishing effective relationships with employees, vendors, and other agencies. Willingness to work extended hours and weekends occasionally. Must obtain and maintain Certified Procurement Officer certification through the State Certified Procurement Officer Program and continuing education.
