New Development Program Manager

Job Title: Production Program Project Manager Location: Camden, NJ Schedule: 9/80 Job Overview Lead the growth and execution of development programs within the Maritime Integrated Systems and Encryption (ISE) business. The Program Manager will manage end‑to‑end lifecycle activities, coordinate cross‑functional teams, and own program profitability while implementing Earned Value Management (EVM) practices. Essential Functions Work collaboratively with customer stakeholders and serve as primary point of contact for assigned submarine systems. Manage programs within a matrixed organization, communicating with internal and external stakeholders. Collect and analyze cost, schedule, and technical performance data across multiple concurrent development, production, and qualification efforts. Develop and maintain EVM baselines (PV, EV, AC) and perform lead‑time, critical path, and variance analysis. Coordinate with Master Schedulers and Master Planners to create baseline program plans and resource schedules. Develop WBS, project schedules, resource plans, and risk management strategies. Drive process improvement initiatives and facilitate cross‑functional collaboration among operations, supply chain, engineering, QA, and test sites. Monitor program performance against objectives, reporting to stakeholders and enabling decision‑making. Travel up to 10% as required. Qualifications Bachelor’s Degree with minimum 9 years of relevant experience, Master’s/Graduate Degree with minimum 7 years, or 13 years of experience in lieu of a degree. Experience with Cost‑Plus and Fixed‑Price contracts and major subcontracts. Expert EVMS knowledge demonstrated on successful production programs. Demonstrated ability to lead Proposal Development and Capture efforts. Ability to obtain a US Secret Security Clearance. Project Management Institute (PMI) PMP certification or working toward certification. Preferred Additional Skills Experience in manufacturing, production, or highly schedule‑based environments. Proficiency with Microsoft Excel, including data analysis with graphs and pivot tables. Experience using schedule management tools such as Microsoft Project. Proficient in SAP, MS Office, MS Project, and Cobra. Financial or data analysis and monitoring skills. Cost control, budgeting, and forecasting experience. Strong cross‑functional collaboration skills among engineering, QA, and test site teams. Strong analytical, problem‑solving, communication, and leadership abilities. Benefits and Compensation In compliance with pay transparency, the salary range for this role is $127,500–236,500. Compensation may vary based on experience and location.
