Location: 100% Remote (Candidate MUST reside in Atlanta, GA). Periodic visits to the DECAL office (2 Martin Luther King Jr. Drive SE, 652.03 East Tower, Atlanta, GA 30334) are required.



Note: Candidate must be able to travel to the downtown DECAL office for the 1st and possibly 2nd day at the start to receive equipment and training. Additional visits are required at least once a quarter, or more frequently as project needs dictate.
Work Schedule: Monday through Friday, 8:00 AM to 5:00 PM. I. Description of Services

The Dept. of Early Care and Learning (DECAL) is seeking a Senior QA Analyst (Senior UAT & Business Analyst) for the Child and Protective Care Services division (CAPS). Reporting to the CAPS Sr. Manager of Technical Solutions, this role is responsible for leading User Acceptance Testing (UAT), test strategy development, business analysis activities, and quality assurance coordination across CAPS systems and related enterprise applications.

This position bridges the gap between business stakeholders, Subject Matter Experts (SMEs), Business System Owners (BSOs), developers, vendors, and testing teams to ensure successful solution delivery and release readiness. The ideal candidate will shift seamlessly between UAT leadership and Business Analyst functions based on project needs.

II. Job Responsibilities

• Participate in Joint Application Requirements (JAR) and Joint Application Design (JAD) sessions for Change Requests (CRs) and Maintenance & Operations (M&O) initiatives.
• Collaborate with stakeholders, SMEs, BSOs, and technical teams to analyze, document, and validate business and functional requirements.
• Serve as an individual contributor performing both Business Analyst and UAT responsibilities.
• Develop and maintain comprehensive UAT strategies, test plans, and testing approaches aligned with business and regulatory requirements.
• Create, execute, and maintain manual and automated test scripts for functional, integration, regression, end-to-end, data validation, and user acceptance testing.
• Lead UAT activities across projects, including test execution, issue tracking, business validation, and release readiness support.
• Partner with vendors responsible for Unit Testing and System Integration Testing (SIT) to improve alignment and reduce duplicate testing.
• Facilitate requirement walkthroughs, knowledge-sharing sessions, and testing reviews.
• Manage the full defect lifecycle (identification, logging, triage, escalation, retesting) utilizing approved enterprise testing tools.
• Track and communicate testing metrics, defect trends, test coverage, and UAT results to leadership.
• Enhance existing regression test suites to improve testing efficiency and coverage.
• Lead test automation initiatives to reduce manual testing efforts and improve quality outcomes.
• Support post-implementation validation, production issue analysis, and QA/UAT best practices.

III. Candidate Qualifications

Required Qualifications & Experience:

• Education: Bachelor's degree in Computer Science, Information Systems, Business, Engineering, Mathematics, or related field (or equivalent combination of education and experience).
• 5 Years: Experience in Quality Assurance (QA), User Acceptance Testing (UAT), and/or Business Analysis roles supporting enterprise systems.
• 3 Years: Experience in test automation, including automation strategy development and transitioning manual testing processes into automated solutions.
• 3 Years: Experience developing test strategies, test cases, test scripts, and executing functional, regression, integration, end-to-end, and UAT testing.
• 3 Years: Hands-on experience with QA and test management tools such as Jira, Azure DevOps, Smartsheet, or similar platforms.
• 3 Years: Hands-on experience with automation tools such as Selenium, Playwright, Cypress, TestComplete, Power Automate, UFT, or similar technologies.
• Demonstrated experience analyzing business/functional requirements, developing use cases, and translating business needs into testable artifacts.
• Experience performing data quality validation, data reconciliation, and testing across enterprise applications, interfaces, and reporting solutions.
• Experience working with Microsoft reporting and analytics tools including Power BI and/or Microsoft Fabric.
• Proven ability to work independently as a senior-level contributor while collaborating cross-functionally.

Preferred Qualifications:

• Experience working with data systems, automated business processes, and organizing data to inform decision-making.
• Knowledge of the Georgia Gateway Integrated Eligibility System.
• Experience with .NET applications, Angular front-ends, and relational databases.
• Familiarity with Agile/Scrum methodologies, data warehousing, ETL processes, or data pipelines.
• Advanced skills in Excel, SharePoint, and other Microsoft Office applications.
