Job Overview Rutgers, The State University of New Jersey, is the leading national research university and the state’s preeminent public institution of higher education. Rutgers is seeking a Research Project Manager for the Center for State Health Policy (CSHP). The Research Project Manager will be assigned to work within the NJ Division of Medical Assistance & Health Services’ (“DMAHS”) Business Office of Business Intelligence (OBI) located in Hamilton Township, NJ. The role builds on a long‑standing collaboration between CSHP and NJ Medicaid and offers a unique opportunity to work with large and complex healthcare data systems while developing advanced technical and policy experience in both an academic environment and a state government program. The Research Project Manager will assist in the development, staffing, and operations of the OBI, expanding DMAHS’s data analytic capabilities. The position will support rapid identification of emerging trends in enrollment, eligibility, and service utilization, providing actionable intelligence to improve the quality and efficiency of health care services delivered to clients within the NJ FamilyCare, the state’s Medicaid program. The role involves highly complex data science, statistical analysis, and project management, with independent judgment and full responsibility for high‑level professional work, including the implementation of new IT/data solutions for the OBI. The incumbent will provide technical advice to colleagues in Medicaid and oversee implementation of project workplans to carry out data analyses. Responsibilities Review all data received from primary and secondary sources to assure consistency and accuracy. Identify the need for cleaning data and constructing analytic variables, develop and document methods and procedures for doing so in accordance with project objectives. Create programming to produce valid results for a wide range of health care quality measures. Consult with OBI colleagues to analyze current operational procedures, business rules, and practices. Determine feasibility for automation, identify problems or areas for improvement, and develop solutions. Recommend and/or review recommendations for enhancements or new systems, application software, or services to improve production or workflow and to meet current and projected OBI needs. Prepare or review various standard and ad‑hoc reports requested by OBI from other business units. Assist OBI colleagues in resolving work problems related to flow charts, project specifications, or programming. Identify opportunity areas within the Medicaid data ecosystem where technological innovation and modernization efforts can be deployed to achieve operational gains. Create and manage the lifecycle of holistic dashboards designed to bring insight to action around business metrics for senior management. Minimum Qualifications Bachelor’s degree in epidemiology, health informatics/IT, policy analysis/administration, public health, economics, engineering, computer science, or information security. Minimum of five (5) years of professional experience querying, analyzing, and reporting on complex healthcare data sets using Access, SAS, SQL, SAP BI, or equivalent. Advanced degree may substitute for two years of experience. Preferred Qualifications Master’s degree. Experience working with complex hospital or other healthcare provider billing/EHR data, Medicaid/Medicare claims, and other health utilization data for research, program evaluation, and policy development within an academic or government agency setting. Proven ability to work with the processes and technologies of large administrative health and financial data. Experience building NCQA HEDIS quality measures or other similar healthcare quality indicators (e.g., AHRQ Quality Indicators, PQA) and/or alternative payment models. Ability to prepare clear, sound, accurate, and informative statistical and narrative reports containing findings, analyses, conclusions, and recommendations. Experience using Medicaid enrollment, claims, and encounter data for planning objectives. Experience navigating a complex, multidisciplinary organizational environment to achieve mission‑driven goals. Experience with analysis of healthcare utilization and integration of geographically based data with individual‑level healthcare datasets to support multilevel analyses.
