L.A. Care Health Plan

Salary Range: $110,279.00 (Min.) - $146,120.00 (Mid.) - $181,961.00 (Max.)

Established in 1997, L.A. Care Health Plan is an independent public agency created by the state of California to provide health coverage to low-income Los Angeles County residents. We are the nation’s largest publicly operated health plan. Serving more than 2 million members, we make sure our members get the right care at the right place at the right time.

Mission: L.A. Care’s mission is to provide access to quality health care for Los Angeles County's vulnerable and low-income communities and residents and to support the safety net required to achieve that purpose.

Job Summary

The Advisor Business Continuity & Crisis Management reports to the Director of Enterprise Risk supports L.A. Care Health Plan’s business continuity and crisis management program. The Advisor works with cross-functional teams to maintain and enhance Business Impact Analyses (BIAs), Business Continuity Plans (BCPs), recovery strategies, exercises, corrective action plans, and program reporting to help ensure the ongoing delivery of critical member services.

Working closely with business owners and stakeholders, the Advisor reviews continuity and recovery requirements, identifies gaps, and facilitates plan updates and process improvements. The position helps align business recovery needs with technology disaster recovery capabilities, provides subject-matter guidance, develops tools and training, manages assigned projects and workstreams, tracks program activities, and prepares reports and presentations for management and relevant governance committees.

During emergencies or significant business disruptions, the Advisor supports the Director of Enterprise Risk (who leads response coordination and retains decision-making authority) by compiling and organizing incident information, maintaining documentation and version control, tracking action items and deadlines, and coordinating regulatory information and required reporting.

The Advisor also monitors government directives, regulatory changes, emergency-management updates, and industry best practices related to business continuity, crisis management, disaster recovery coordination, and health plan operations. The role coordinates with internal teams and external partners, supports L.A. Care’s participation in government and industry forums, and communicates relevant updates and recommended actions to stakeholders.

This position collaborates with key stakeholders to review programs, projects, processes, procedures, and policies; and to conduct end-to-end root cause analysis to enhance and improve outcomes and remediate issues to comply with the national and statewide standards and regulations.

Provides expert advice to various teams, including program and product development, marketing, and customer service, on various relevant topics.

Duties

Business Continuity Program Coordination: Coordinate the ongoing administration and enhancement of the business continuity program, including program procedures, standards, tools, templates, schedules, communications, and annual activities. Work with management and business units to promote consistent practices and timely completion of program requirements.

Business Impact Analyses and Continuity Plans: Facilitate the development, review, approval, and maintenance of BIAs and BCPs. Guide business units in identifying critical functions, dependencies, recovery timeframes, resource needs, workarounds, and recovery strategies. Review plan content for completeness and consistency and follow up on identified gaps.

Disaster Recovery Coordination: Participate in disaster recovery planning and testing in coordination with Information Technology, Information Security, application owners, and business units. Document business recovery requirements and support alignment with technology disaster recovery plans and capabilities. Review recovery objectives, application dependencies, test results, and identified gaps and communicate matters requiring follow-up to management. This role supports and participates in disaster recovery activities but does not perform or own the Information Technology disaster recovery function.

Exercises and Readiness Activities: Plan, facilitate, and document tabletop exercises, plan walkthroughs, and other readiness activities. Develop scenarios and evaluation materials, collect stakeholder feedback, prepare after-action reports, and monitor assigned improvement actions through completion.

Business Continuity Management System Administration: Support the administration and effective use of the business continuity management system. Maintain program data, workflows, user roles, permissions, reporting, and quality checks; provide user assistance and training; and work with stakeholders to improve data completeness and system adoption.

Crisis and Emergency Response Support: During an actual or declared emergency, crisis, or significant business disruption, support the Director of Enterprise Risk, who leads response coordination and retains decision-making authority. Establish and maintain the consolidated incident record, including situation reports, event chronology, decisions, meeting notes, action items, responsible owners, deadlines, dependencies, status changes, and document version control. Coordinate the collection and validation of operational information from business units, delegates, vendors, and other stakeholders; maintain a current matrix of regulatory and contractual reporting requirements; track changes in regulator instructions; support timely and accurate filings and communications; and elevate missing information, overdue actions, or significant concerns to the Director. Support the transition from response to recovery, after-action reporting, and corrective-action tracking. The Advisor does not independently direct the enterprise response unless authority is expressly delegated by the Director or other authorized leadership.

Duties Continued

Project Management: Plan, coordinate, and monitor assigned business continuity, BIA, BCP, BCIC, exercise, after-action, crisis-response, and regulatory-reporting projects and workstreams. Develop and maintain project scope, work plans, schedules, milestones, roles and responsibilities, deliverables, dependencies, decision logs, risk and issue logs, action-item trackers, status reports, and supporting documentation. Facilitate project meetings, coordinate stakeholder inputs and resources, maintain document and version control, identify schedule or resource concerns, escalate barriers to management, and follow through to documented completion and closure.

Risk, Issue, and Corrective Action Support: Identify and document continuity and recovery gaps, risks, issues, findings, and improvement opportunities. Work with responsible business units to develop mitigation or corrective action plans, monitor milestones and supporting documentation, and elevate overdue or significant matters to management.

Audit and Regulatory Readiness: Coordinate BC documentation and responses for internal audits, external audits, regulatory reviews, accreditation activities, and related inquiries. Maintain program records and evidence, support timely and accurate submissions, and assist business units with remediation activities related to areas of responsibility. Conducts research and analysis of business performance and improvements with key stakeholders to document current state, identify gaps and present remediation plan/options to leadership. Leads the implementation of initiatives and monitor for successful outcomes.

Reporting and Communication: Develop reports, dashboards, executive summaries, presentations, and committee materials regarding program participation, plan status, exercises, gaps, corrective actions, and relevant government or industry developments. Analyze information and communicate practical recommendations to management and stakeholders. Develops reports, analyzes data and provides presentation on status of areas of responsibilities on an as needed basis in support of department operations. Partners with the management communicate compliance and operational priorities and provide feedback or follow-ups to key stakeholders.

Training and Cross-Functional Support: Develop and conduct training, workshops, communications, and job aids for business continuity plan owners, editors, business users, and other stakeholders. Provide subject-matter guidance, respond to questions, and facilitate cross-functional workgroups and projects within assigned areas. Acts as the point of contact for key strategic initiatives. Provides expert advice to various business units on relevant topics within the organizational standards, national and state-wide compliance.

Policies and Procedures: Draft, review, and recommend revisions to policies, procedures, standards, playbooks, and related materials within the role's areas of responsibility. Support implementation and monitoring to promote consistent application across the organization.
