Chief Financial Officer, Community Counseling & Mediation

Community Counseling & Mediation (CCM) is a leading Brooklyn-based behavioral health organization committed to addressing the root causes and problems associated with mental illness and substance and alcohol abuse. As an innovative, community-based, social service organization, CCM provides a wide range of social support, counseling, health, mental health, education, and supportive housing services to at-risk children, youth, and families in some of the most impoverished minority-populated areas of Brooklyn.

CCM’s focus is to create a network of support to promote healthy, stable, and enriched lives and communities. Since 1982, CCM has provided a broad spectrum of social services to over 100,000 individuals and families annually who reside in the boroughs of Brooklyn and Manhattan. For more than four decades, the organization has operated more than 75 programs and has grown in direct response to the particular needs of Brooklyn communities and throughout New York City with a budget of nearly $25 million and a staff of almost 300 employees.

CCM has since evolved into one of the very few New York City organizations combining culturally sensitive mental health services with a range of educational, health, and social activities. The current programming includes Youth Development, Family and Peer Support, Mental Health Services, HIV/AIDS Prevention, Substance Abuse Treatment, and Supportive Housing.

The CFO will report directly to the President and Chief Executive Officer and work in partnership with other Executive Team Leadership members. The CFO will play a key leadership role in setting policy and managing the overall financial requirements of the organization.

The CFO will lead/manage the Finance Department with oversight for all compliance and recognition for government (city, state, and federal) contracts and private grants. The CFO is also responsible for overseeing the IT and Facilities (Property Management) Departments. The CFO must be able to adapt to a continually evolving environment and thrive in a deadline-oriented workplace.

Specifically, the CFO will be responsible for the following areas of CCM’s operation.

Accounting and Administration

· Accounting systems and functions.

· Maintenance of appropriate internal controls and financial procedures.

· Timeliness, accuracy, and usefulness of financial and management reporting for

city, state, and federal funders, foundations, and boards of directors.

· Oversight for the preparation and communication of monthly, quarterly, and annual financial statements.

· Coordinate audits and proper filing of tax returns in a timely manner.

· Legal and regulatory compliance regarding all financial functions.

Finance

· Cash flow planning and ensuring availability of funds as needed.

· Cash, investment, and asset management.

· Financing strategies and activities, as well as banking relationships.

· Accounts payable, accounts receivable, and bank reconciliations

· Financial status, allocation, and release of grants and other funds (such as COLA)

Planning, Policy & External Relations

· Coordination of the development and monitoring of budgets.

· Development of financial business plans and forecasts.

· Participation in policy development as a member of the senior management team.

· Engagement of the Audit and Finance Committees of the Board to develop short-, medium-, and long-term financial plans and projections.

· Representation of the agency to financial partners including financial institutions, auditors, public officials, etc.

· Up-to-date awareness of nonprofit audit best practices and state and federal laws regarding nonprofit operations.

· Maintenance of compliance with federal, state, and city financial policies and regulations and audits, which includes, but not limited to, OMH, OASAS, ACS, NYSDOH, NYCDOH, Medicare, and Medicaid.

Additional Responsibilities

· Oversee the preparation of financial statements and balance sheets.

· Spearhead annual audits and tax returns.

· Maintain corporate financial records.

· Serve as staff representative to the Finance/ Audit Committees of the Board of Directors.

· Monitor liability, D&O, and related corporate insurance.

· Maintain corporate financial records.

QUALIFICATIONS

The CFO will be a seasoned and mature leader with at least seven years of broad financial experience, ideally beginning in audit and followed by experience gathering and evaluating financial information and making actionable recommendations to senior leadership. The CFO will ideally have experience managing finance (accounting, budgeting, control, and reporting) for a complex nonprofit with multiple funding sources and diverse program areas.

More specifically, the CFO will have the following experience and attributes.

· At least five years’ experience as a CFO or equivalent, preferably in a nonprofit organization with a budget of at least $10 million.

· Experience in a senior financial management role – leading staff, partnering with executive staff, and resulting in the development and implementation of up-to-date financial management strategies.

· Significant experience in or knowledge of nonprofit accounting including sophisticated fund and grant accounting, compliance, and reporting.

· Deep knowledge and understanding of federal, state, and local government nonprofit contracts.

· Direct experience and ability to manage finance and accounting software packages.

· Excellent communication skills – written, verbal, and presentation.

· Demonstrated leadership ability and team building, management, and strong interpersonal skills with the ability to communicate effectively with staff with different levels of financial sophistication.

· Excellent analytical and abstract reasoning skills, plus excellent organizational skills.

· A strong sense of ownership of departmental functions and be a hands-on manager with impeccable integrity and judgment.

· Ability to work with autonomy and as a member of a team.

· Commitment to working collaboratively as part of a diverse team of peers and work with leaders of all program areas, Board of Directors, and Finance Committee.

· Experience in government-assisted projects desirable.

· Potential candidates must have ability to problem solve, plan, organize, think strategically, and work as part of a diverse senior leadership team.

· Master’s degree in finance, accounting, or business administration.

· CPA (a plus or highly desirable).

SALARY

The estimated annual salary for the position of CFO is $175,000 to $195,000. CCM offers a comprehensive and competitive benefits package.
