CONTRACT SPECIALIST

DutiesHelpDevelop procurement packages for various acquisition needs that vary in complexity. Procures and administers a variety of contracts which frequently require special quality assurance provisions or other specialized terms and conditions.Serves as the primary point of contact for Government Purchase Card Program GPC matters, responding to policy questions, providing acquisition support.Incumbent performs the duties of a Level IV Agency Program Coordinator (A/PC) for the DFAS GPC Program and analyzes quotes, terms and conditions, assists in market research, and determines reasonableness.Serves as the primary or alternate individual at the operational level who is responsible for day-to-day management and oversight of GPC accounts.Coordinates with card holders (CH) and the Office of General Counsel (OGC) to determine acceptability of quotes/proposals; obtains required pre-award documentation to establish contractor responsibility.Develops and maintains systems to evaluate and monitor performance related to such areas as delivery, cost, amount of payments, and effective use of government funds.Ensures program participants are appointed in compliance with Delegation of Procurement Authority.Implements, maintains, monitors, and oversees the GPC Program under his/her cognizance in accordance with governing policy.Duties will be developmental in nature when the position is filled below the full performance level.This announcement will be used to fill positions with an entry grade of GS-11 and GS-12 with a target grade of GS-12.
