Budget Technician

Summary The Budget Technician position is located in the Facilities Management Service (FMS) at the Battle Creek VAMC under the supervision of the Assistant Chief, Facilities Management. This position is a credit card holder, and performs the following duties: budget control, banking, reconciliations, GSA reports, bill payments, IPPS utility entry, timekeeping, purchasing, leasing, FMLA tracking, PIV sponsorships, and backup work orders, key management, computer operations and other specialized duties. Responsibilities Tracking funding accounts and service contract payment management regarding needs, distribution, or redistribution of these resources; Performs work in direct support of an administrative area such as human resources, budget, fiscal, procurement, purchasing, management analysis, or operating program analysis; Works with FMS staff for the yearly service contract requirements (new and renewal of service contracts; Performs independent review and management of FMS budgets, accounting, and fiscal/budget department; Performs technician level work in support of a budget analysis and/or administration function; Manages time and attendance for two separate Time and Attendance (T&A) sections; Completes purchases utilizing a Government Purchase Card, working regularly with Interior Design, leasing, engineering projects, maintenance staff in the structures to purchase equipment and materials for on-going maintenance and construction projects as needed in the absence of the shop supervisors; Manages office supply inventory, and orders supplies as necessary through VISTA and provide back up duties to the Program Support Assistant (Work Order Clerk) receiving all incoming telephone calls requesting repairs or modifications to the buildings and facilities; Responsible for coordination of student housing leasing for Building 19E (Quarters building) between facility and incoming/outgoing students. Upon completion of your probationary period, your employment will be terminated unless you receive Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 7 position you must have served 52 weeks at the GS 6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. AND You may qualify based on your experience as described below. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Processing a wide range of budgetary transactions and balancing accounts, verifying data and dollar amounts and adjusting discrepancies; and compiling and summarizing information from various financial records (accounts receivables, cost reports, etc.) and preparing various budget reports.
