Here is the Role:  

J.S. Perkins Consulting is seeking a WDP Community Functional Lead to build and run the user community around a mission-critical Defense Health data modernization initiative.

The program is building an enterprise data orchestration layer across a large, federated defense health data landscape. The work connects clinical, operational, financial, and readiness source systems to a modern enterprise data platform, then curates that raw data into governed, well-documented silver and gold data products that mission users can trust and reuse. The model is federated: data stays with its authoritative owners, and the orchestration layer makes it discoverable, interoperable, and consumable through catalogs, APIs, and a data product marketplace.

This role is the front door to the platform. You will establish the community presence, stand up the governance and business processes that keep it running, and be the person mission users come to when they need something from the War Data Platform. This is not a ticket queue. You will define how requests get made, triaged, and answered, run onboarding and office hours and training, and carry user feedback back to the pipeline and product teams so the data products keep improving. Success looks like a user community that knows where to go, gets answers quickly, and trusts the platform enough to build on it.

Your Responsibilities: 

• Establish and grow the WDP community presence, including the community space, communication channels, and the operating rhythm that keeps users engaged
• Design and implement the governance and business processes behind community operations, including request intake, triage, prioritization, routing, escalation, and closure
• Serve as the primary functional point of contact for mission user requests, inquiries, and data product questions across clinical, operational, financial, and readiness domains
• Onboard new users and organizations to the platform, including access workflows, orientation, and first-use support
• Build and maintain user-facing documentation, knowledge base articles, quick-start guides, and training material
• Plan and facilitate office hours, demonstrations, working sessions, and training events for a large and varied user population
• Promote discovery and adoption of governed data products through the enterprise data catalog and the data product marketplace
• Capture, structure, and route user feedback, feature requests, and data gaps to the pipeline and product teams, with recommended priority
• Track and report community health metrics, including request volume, response and resolution time, adoption, and recurring pain points
• Partner with customer data governance stakeholders, including data domain owners, data stewards, and IT data custodians, on definitions, access questions, and communications to the user base
• Coordinate with the technical support counterpart on the Community Space team so functional and technical requests are handled consistently
• Escalate systemic issues early, with a recommended path forward rather than a problem statement

What you bring:  

• 3 to 10 years of functional support, business analysis, community management, customer success, or data platform enablement experience, with 5 or more years preferred
• Significant hands-on experience with the War Data Platform. This means substantive use and support of the platform itself, not solely responding to tickets about it
• Demonstrated experience establishing or materially improving a business process, support model, or governance workflow, not only operating one built by someone else
• Experience serving as a functional point of contact for a user community, including intake, triage, and resolution of substantive requests
• Working knowledge of SQL, sufficient to investigate a user question about a dataset before escalating it
• Familiarity with modern data platforms such as Databricks and with curated data layer concepts, sufficient to hold a credible conversation with both engineers and mission users
• Experience producing clear user-facing written material such as documentation, training content, guides, and community communications
• Demonstrated ability to facilitate meetings, training, and working sessions for mixed technical and non-technical audiences
• Highly approachable and energized by frequent stakeholder interaction, with the ability to build rapport quickly across a large and varied user community
• Ability to manage a high volume of concurrent requests, navigate ambiguity, and drive work to resolution without close supervision
• Bachelor's degree in Health Informatics, Information Systems, Business, Analytics, Public Health, Communications, or a related field
• U.S. citizenship, and the ability to obtain and maintain a DoW Secret clearance

Travel Requirements:

• Must be willing to travel for client business as needed.  

Physical Requirements:

• Work is performed in hybrid/remote office environment and requires operating standard office equipment and keyboards.  
• Must be able to lift small packages or other items up to 20 lbs and travel short or long distances in a car, airplane, or other vehicle of transportation to client destinations nationally and internationally if needed. 

Preferred Experience:

• Active DoW Secret clearance or higher at time of application
• Experience supporting defense health, federal health, or VA data environments
• Experience with Advana, Palantir Foundry, or similar DoW data environments
• Experience with data governance artifacts and roles such as data stewardship, authoritative data sources, data cards, or metadata catalogs
• Familiarity with health data standards and domains such as HL7 or FHIR, ICD-10, CPT, or claims and encounter data
• Experience running a knowledge base, community forum, or self-service support model at enterprise scale
• Familiarity with Jira, Confluence, ServiceNow, GitLab, or comparable intake and documentation tooling
• Experience building or validating dashboards and reports in Power BI, Tableau, Qlik, or similar tools
• Experience handling PHI and PII under HIPAA in a regulated environment
