Program Analyst

Summary About the Position: Serves as a Program Analyst for the Joint Activities located at Fort Bragg, North Carolina. Responsibilities Review, revise and/or edit narrative and quantitative data to ensure accurate and consistent justification of Program Objective Memorandum (POM) issues. Develop recommendations and present program resource briefings to senior decision-makers. Direct and oversee the formulation and submission of the Command’s Program Objective Memorandum (POM). Serve as the Command expert in the Department of Defense (DoD) Planning, Programming, Budgeting System (PPBS). Analyze Resource Management Decision (RMDs) issued by OSD and advises the Comptroller and appropriate program manager of potential impact on specific functional area. Specialized Experience: One year of specialized experience which includes reconciling annual budget and program reports for Program Objective Memorandum (POM) input; managing financial input for appropriations such as military pay, military construction, and/or operations and maintenance; formulating program resourcing for use in Program Objective Memorandum; and utilizing quantitative data in drafting budget justification narratives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
