Job Title: Information Technology (IT) Manager

General Statement of Duties

Provide strategic, operational, and managerial leadership over the IT department to ensure reliability, security, and effectiveness of the organizations Information Technology (IT) and Operational Technology (OT) systems and services. Responsible for the development, coordination, implementation, and management of innovative projects that utilize technology to improve the effectiveness and efficiency of programs, policies, and services. Responsible for the design and implementation of cybersecurity programs and technologies that protect against threats while supporting business objectives.

Typical Duties and Responsibilities

1. Plans, organizes, directs, and oversees the work efforts of IT personnel including hiring, training, promoting, disciplining or terminating employees.
2. Plans, recommends, and directs the acquisition, installation, expansion, security, and operation of all aspects of the IT function, including network infrastructure, servers, end user hardware/software, backup and recovery, IT help desk, building audio/video equipment and other business-related technology systems.
3. Collaborate with the leadership team to develop and execute short and long-term IT/OT strategic plans, including evaluating current and emerging technologies, architecting and prioritizing system integrations, and leading enterprise technology initiatives that support organizational objectives.
4. Provides functional leadership to IT personnel in the development and delivery of strategic programs related to cybersecurity, system reliability, data analytics, innovation, and service delivery. Ensures continuous process improvement and effectiveness of security, compliance, and reporting controls.
5. Oversees and coordinates business continuity, disaster recovery, physical security, and cyber resiliency planning to ensure the availability and integrity of critical systems.
6. Plans, recommends, and directs the development, implementation, and maintenance of IT/OT cybersecurity policies, procedures and standards to manage risk and ensure regulatory and organizational compliance.
7. Directs IT governance practices, including technology standards, documentation, metrics, and reporting mechanisms to ensure IT systems deliver value, manage risk, and support operational accountability.
8. Plans and manages the IT departmental budget, including forecasting technology investments, monitoring expenditures, and identifying cost-effective solutions that align with organizational priorities.
9. Plans, recommends, and directs the use of internal and external resources, including vendor relationships, contracts, and outsourced services, to ensure effective and secure delivery of IT services.
10. Oversees project management activities such as planning, management, reporting and risk identification for technology projects.
11. Provides leadership, coaching, and direction to IT leadership team and staff.
12. Responsible for maintaining effective communication and relations with other employees.
13. Performs duties in a manner consistent with safe practices.
14. Performs other duties as assigned.

Minimum Qualifications

To perform this position successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and/or Experience

1. A bachelor’s degree in Information Technology, Business, or other related field with fifteen years of directly related experience; with a minimum of ten years’ experience leading a similar department. Demonstrated experience in innovative management, project management, supporting a multi-user, multi-functional data management system or any such combination of education, experience, and training may be considered. Prefer security systems certification(s).
2. Ability to demonstrate critical thinking and judgment skills in the analysis of data, policies, practices, and operational issues.
3. Knowledge of project management principles including the ability to plan, organize, schedule and delegate work activities.
4. Knowledge of research, analysis techniques, procedures, and related reporting methods.
5. Knowledge of leading information technology and operational technology security practices.
6. Knowledge of business continuity, strategic planning and related practices.
7. Skills and abilities in PC hardware maintenance, troubleshooting and repair. Considerable knowledge of Microsoft operating systems - server & desktop.
8. Considerable knowledge of Microsoft Office productions and IT security concepts.
9. Knowledge of servers and personal computers and networks. Knowledge of or the ability to learn established software applications and uses.
10. Ability to plan and organize complex work, review and analyze data, solve complex technical problems and make sound policy and procedural recommendations.
11. Ability to establish and maintain effective working relationships with management and BMU employees utilizing strong interpersonal and communication skills.

Language Skills

1. Ability to read and comprehend simple to complex instructions, short correspondence, and memos.
2. Ability to communicate effectively, orally, interpersonally, and in writing.

Certification, Testing and Examination

1. Possession of a valid driver’s license.
2. Other such testing as deemed necessary by Brookings Municipal Utilities / Swiftel.

Physical Demands

1. Excellent hand/eye coordination is required for this position. Color vision.
2. Frequently required to stand; walk; sit; speak; hear; use hands handle or feel; and reach with hands and arms.
3. Occasionally required to climb or balance; stoop, kneel, crouch, or crawl.
4. Regularly lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds.

Work Environment

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this position.

1. While performing the duties of this position, the employee works in an indoor office environment. Occasional exposure to outside weather conditions when traveling between various company locations.
2. Normal indoor conditions of heat, humidity and dust.
3. Position involves regular contact with other employees and members of the public.
4. The noise level in the work environment is usually minimal.
