OSCQ Capital Project Execution, Project Manager

Position: Project Manager – LADS Projects Location: Portsmouth, RI (1847 W Main Rd, Nimitz Bldg) Type: Onsite (U.S. citizen only, active security clearance required) Responsibilities Direct all phases of project management including procurement, initiation, planning, execution, monitoring, controlling and closeout. Ensure scope, budget, schedule, quality and risk management objectives are met. Develop and maintain the Integrated Master Schedule (IMS) and work breakdown structure (WBS). Provide leadership to cross‑functional Integrated Project Teams (IPTs) and facilitate stakeholder engagement. Establish and maintain project metrics, milestones, critical path and budget adherence. Act as Cost Account Manager for Project Management IPT and other IPTs as needed. Monitor and control budget; create Estimate at Complete (EAC) analyses and present findings to senior management. Lead Risk & Opportunity Management Board, develop mitigation plans and conduct root cause analyses. Coordinate collaboration across functional groups, business units and subcontractors to ensure project success. Implement and comply with RTX project policies, capital process and operating system requirements. Qualifications – Required University degree (or equivalent experience) with at least 10 years of relevant experience, or advanced degree with at least 7 years. Active, transferable U.S. government‑issued security clearance (Secret level) required before start date. U.S. citizenship required. Experience working in classified spaces or understanding of security guidelines. Proficiency with business and project management tools and procedures. Experience in account or budget management. Qualifications – Preferred Experience collaborating with or supporting Test Equipment Engineering (requirements, schedules, integration). Strong verbal and written communication skills, including presentation of status, risks and mitigation plans to senior leadership and customers. Excellent analytical and quantitative skills. Demonstrated management of project management tools such as R/O Management and Cost & Schedule Management. Knowledge of Annual Operating Plan and Estimate at Complete processes. Program Leadership Certification or relevant experience leading engineering‑focused IPTs. Experience with facilities projects and supply chain management processes. Familiarity with Capital Process and Least Waste Way principles. Benefits Competitive salary range: 132,400 USD – 251,600 USD.
