Position Location This position is located onsite at Picatinny Arsenal, New Jersey. Job Overview The QC/Safety Specialist is responsible for assisting the QC/Safety Manager in the development and implementation of Quality/Safety Training and Compliance Programs, Facility Inspections, technical assistance, complaint resolution, incident investigations Safety and Quality training and special projects as assigned. Work hours are subject to change with evening and/or weekend work as needed. Work may entail (included but not limited) heights, in proximity to heavy equipment, demolition and constructions hazards, dust, mold, elevated noise levels and maybe performed indoors and outdoors. Responsible for Quality and Safety compliance issues as they apply to operation of the contract. Responsibilities Essential Job Duties: Assists the Safety Manager to develop/update/implement all safety/QC procedures and programs. May include (but limited to): safe lifting, accident avoidance, confined space entry, fall protection, PPE, hot work, fire protection, workplace safety/QC inspections, accident investigations, HAZCOM, SDS safety, excavation safety, Fall Prevention, BBP Exposure Control, personnel/material sampling-use of direct read monitoring instrumentation, heavy equipment/forklift/crane/Manlift/Confined Space safe operations, electrical safety, Business Contingency Planning, Spill Prevention, Stormwater systems and other OSHA/Environmental/QC safety compliance plans. Handles Physical security checks of CCSL Buildings at the end of each day. Conducts continuous improvement activities included but not limited to corrective and preventative actions, development/delivery of Monthly and specialty training programs designed to meet Quality & Safety Plans. Identifies and evaluates non-conforming project work, services and recommends corrective actions. Possess knowledge of generally accepted standards of workmanship in a construction/maintenance environment. Coordinates programs for Environmental, Biological, Chemical and Hazardous Waste Safety Management. Responds to emergency situations involving injuries, property damage, hazardous materials, fire and smoke incidents, etc.; prepares detailed reports of findings, corrective actions and recommendations. Works to fulfil the requirement of the Chugach Safety and Quality programs and corresponding plans, including facilitating accident prevention programs, evacuation procedures and Safety/QC reporting. Trains employees in safety and quality control procedures/regulations and best practices while providing guidance and assistance as necessary. Investigates and reports on all accidents, injuries, “Near-Misses/Good Catches”, and hazardous situations as required using risk assessment techniques. Prepares and updates quality control checklists and self-inspection checklists. Performs scheduled and unscheduled inspections of facilities and equipment; ensures compliance with approved safety practices and regulations, OSHA standards and federal, state and local safety regulations. Conducts follow-up inspections to ensure timely corrective actions to correct noted deficiencies. Performs strict safety surveillance and corrects breaches of Safety and Quality codes on the spot. Initiates discrepancy reports and conducts required follow-up inspections, responds to OSHA citations. Designs and manages department database/worksheets/reports/tables/charts. Provides technical assistance on Safety/Occupational Health and Quality Control problems/violations and complaints to facilitate corrective actions. Works with a broad variety of professional and craft personnel in extremely complex project management situations. Perform Safety orientations and issues Safety Permits to contractors Act as a Subject Matter Expert (SME) on a variety of Quality, Occupational, Safety and Health Regulatory Compliance areas. Knowledge of Unexploded Ordinance Requirements (UXO). Assists with Physical Security to include but not limited to key control and related daily Building inspections. Supports the project Safety Plan through personal involvement in all aspects of Safety, including training, safety protective equipment and clothing, and adhering to safety requirements pertaining to specific trades or skills Other duties as assigned. Key Responsibilities: Timely, accurate, cost-effective performance of duties. Compliance with contract requirements and CGS/CCSL policies and procedures, including Rules of Conduct. Working closely and harmoniously with other employees Adherence to all safety, health and Quality Control rules and regulations Prudent management of Government Furnished Property (GFP) assigned to and under employee’s jurisdiction. Job Requirements Mandatory: US Citizenship Possesses and maintains a valid driver’s license with acceptable driving record. High School diploma or equivalent. Strong verbal and written communication skills. Ability to acquire and maintain government identification/ common access card. Ability to deal with a variety of people in a professional, courteous manner in diversified situations. May be required to pass background check and/or drug screen. Knowledge of Microsoft Office: Word, Excel, PPT, One Drive and Access. Must be proficient with Adobe Acrobat Pro software application. Strong organizational skills. Ability to facilitate training and meetings in front of large audiences. Minimum of five years’ experience in safety program management. Knowledge of OSHA and environmental regulations and requirements, with the ability to explain the regulatory. requirements to all levels of personnel. OSHA 10 Hour General Industry and/or OSHA 10 Hours Construction Certifications. OSHA 30 Hour Construction and General Industry Certification or ability to obtain within six (6) months of hire. Knowledge of asbestos regulations with the ability to take the EPA Asbestos Inspectors course in six (6) months of hire and the EPA Asbestos Management Planner course within twelve (12) months of hire. Ability to take FEMA courses within 6 months of hire. Ability to take Fire Aid-CPR course within (6) months of hire. Knowledge of lead regulations with the ability to take EPA Lead Inspectors course and/or Lead RRP Course within (9) months of hire. Knowledge of accident investigation and reporting practices. Knowledge of hazardous, safety and environmental warnings, as per contract requirement. Ability to read and/or write reports, programs, regulations, accident reports, etc. Ability to read blueprints and understand construction, environmental and demolition terminology. Preferred: Knowledge of federal, state and local Safety /Quality regulations, protocols and/or procedures. Ability to interpret complex regulatory and consensus standards and apply them to work practices and controls. Certified Safety Professional (CSP) or health and safety related degree. Prior experience supporting a military base or civilian installation/facilities management. Knowledge of Adobe Reader/Writer to create and/or edit PDF files. Experience with IBM Maximo Asset Management Software or other software system in support of a federal compliance purchasing system. Knowledge of Government contracting terminology and requirements. Knowledge of DOD regulations including Activity Hazard Analysis (also called Job Hazard/Safety Analysis), Department of the Army (DA) form 2977 process. OSHA 500 and 501 certifications. OSHA HAZWOPER Train-the-Trainer certification. OSHA HAZWOPER Supervisor Training certification. OSHA Confined Space Entry Train-the Trainer certification. Knowledge of and ability to implement behavior-based safety programs. Certified Playground Safety Inspector (CPSI) Training. EM 385-1-1 Level 1 Competent Person (SSHO) qualification. US Army Corps of Engineers Contractor Quality Training. Working Conditions Work is performed indoors (sedentary) and/or outdoors. Outdoor work may be subjected to temperature extremes and inclement weather conditions. Tasks may be performed on uneven surfaces, incline, hard and soft carpeted floors, cement structures, indoor/outdoor and elevated surfaces. Work is subjected to working around exposure to hazards that may cause bodily harm, cuts, bruises, burns, etc. Work hours are subject to change, with non-paid overtime work as needed, to meet project timelines. Work is to be performed on-site. Physical Requirements Ability to use standard office equipment to perform essential functions of the job (i.e., phone, computer, copier, etc.). Must be able to occasionally lift and/or move up to 35 pounds and follow safe lifting procedures. While performing duties of this job, the employee is occasionally required to stand and/or walk for long periods at a time; sit; use hands and fingers; handle or feel objects, tools, or controls; reach with hands and arms; climb stairs, climb ladders, balance, stoop, kneel, crouch or crawl, talk or hear, or smell.
