The Chief Business Officer - Electric reporting directly to the General Manager is the executive leader responsible for strategic and operational oversight of the Utility’s business functions, enabling the safe, efficient, and reliable delivery of electric services. The Chief Business Officer - Electric provides leadership across multiple departments and initiatives, driving operational excellence, cross-functional integration, regulatory compliance, and customer-focused innovation.

This position oversees the Customer Energy Solutions, Business Operations, Safety and Employee Development, Electric Control Center, Electric Metering Operations and any other groups as assigned by the General Manager and works in close collaboration with the General Manager and senior leadership team to align all utility operations and strategic priorities with organizational goals, industry standards, and community expectations.

Essential duties and responsibilities may include, but are not limited to, the following:

1. Executive Leadership and Organizational Strategy

• Act as one of the General Manager’s senior-most advisors on organizational planning and performance management.

• Represent the General Manager in internal and external matters as needed;

• Lead enterprise-wide initiatives that promote operational integration, innovation, and performance.

• Build and sustain a high-performance, mission-driven culture aligned with the Utility’s values and community commitment.

2. Strategic Planning and Execution:

• In collaboration with the General Manager and the senior leadership, develop and implement strategic and operational initiatives to achieve the Electric utility's objectives and goals.

• Collaborate with General Manager and senior leadership to shape the Electric Utility into an effective organization that prioritizes employee safety, system reliability and resiliency through operational excellence and financial accountability.

• Collaborate with the General Manager and senior leadership to establish and align strategic priorities that reflect the Utility's values and objectives.

• Assist the General Manager and senior leadership in the creation and management of long-range strategic plans, annual business work plans, budgets, and performance metrics.

• Assist the General Manager in the completion of various studies and analyses; coordinate and assemble the cost center managers' findings and recommendations regarding programs, procedures, and administrative practices.

• Assist the General Manager in ensuring compliance with municipal regulations, industry standards, and financial policies.

• Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and directs the implementation of changes.

3. Customer Energy Solutions:

• Oversee the Customer Energy Solutions group to enhance engagement and satisfaction for residential and commercial customers.

• Direct the development and execution of energy efficiency, demand response, Distributed Energy resources, and conservation programs tailored to the customer needs.

• Foster innovation in customer energy solutions, incorporating advanced technologies and services to improve customer experience and support sustainability initiatives.

• Identify and pursue economic development and community engagement opportunities, including partnerships and innovative services, to support the utility’s growth and sustainability.

• Conduct market analysis and competitive intelligence to position the utility within the community and industry effectively.

• Develop and sustain positive working relationships with Key and critical customers.

4. B usiness Operations:

• Oversee the Business Operations group to support and enhance the electric utility's core business activities, ensuring operations are effective, efficient, and reliable.

• Supervise business operational functions, including Council and Board engagement, procurement, contracting, public engagement and communication, intergovernmental relations, and pole attachment programs.

• Implement best practices and continuous improvement strategies to enhance operational performance and cost-effectiveness.

5. Safety and Employee Development:

• Develop and implement safety and employee development strategies to align with the growing needs of the electric utility.

• Implement best practices and continuous improvement strategies to enhance employee safety.

6 . Control Center and metering operations:

• Oversee the transition and steady state operations of the 24/7/365 electric control center operations.

• Implement best practices and continuous improvement strategies to enhance electric utility’s system reliability and resiliency.

7. Operational Excellence:

• Oversee the integration and alignment of business operations with other cost centers in the electric utility to ensure seamless service delivery and operational efficiency.

• Establish reporting procedures with the various cost center managers to ensure timely dissemination of business performance and key performance indicators.

8 . Customer and Stakeholder Relations:

• Cultivate and maintain strong relationships with community stakeholders, including Customers, Council and Board Officials, And Regulatory Agencies.

• Address customer feedback and concerns to improve satisfaction and community engagement.

• Represent the Electric Utility in meetings with citizens, businesses, elected officials, and external agencies, working closely with the General Manager and senior leadership. Discuss Electric Utility policies and procedures, address and resolve significant issues and inquiries, and develop solutions for sensitive problems.

• Lead Public Communication and Outreach efforts and support Electric Utility’s Public Information Officer during large outages and storm events.

9. Serve as the Electric Utility's liaison for all Human Resources matters by managing HR-related issues, ensuring effective hiring practices, supporting employee retention strategies, and overseeing compensation and benefits programs to align with organizational goals and industry standards.

10. Serve as the Electric Utility's liaison, coordinating with Community and Public Engagement groups, Economic Development, Facilities, the City Secretary’s office, Customer Care, and Intergovernmental Relations.

11. Facilitate communication, address cross-departmental issues, and ensure alignment with utility objectives.

12. Lead, mentor, and develop high-performing teams within the Electric Utility.

13. Foster a collaborative and results-driven work environment that aligns with the Utility’s values and objectives.

14. Oversee talent management, including recruitment, training, and performance evaluation. Provide leadership on organizational culture, communication, and community relations.

15. Other duties as assigned.

MINIMUM QUALIFICATIONS:

Education, training, and Experience Guidelines:

• Education: A bachelor’s degree in business administration, Finance, Engineering, or a related field; an MBA or advanced degree is preferred.

• Experience: A minimum of five (5) years of progressive leadership experience in the electric utility industry, with a strong track record in business management, stakeholder engagement.

• Strategic thinking with the ability to translate vision into actionable plans.

• Strong financial acumen and experience with budgeting, forecasting, and financial analysis.

• Excellent leadership, communication, and interpersonal skills.

• Knowledge of industry trends, municipal regulations, and technologies.

• Strong knowledge of municipal government operations and regulations

• Ability to build and maintain strong relationships with community stakeholders and regulatory bodies.

Preferred experience:

• Ten (10) years of progressive leadership experience in the electric utility industry.

LICENSES AND CERTIFICATION REQUIREMENTS

• Valid Class "C" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three (3) year driving history.

• Complete the Public Power Manager Certificate within twenty-four (24) months of the hire date.

Hiring Range: $129,348.44 - $162,032.00, annually.
