Human Resources Specialist II, Temporary position w/ benefits (07/27/26 to 06/30/27) The Department of Human Resources is seeking a talented individual to fill the temporary position of Human Resources Specialist II-Confidential. Comprised of two colleges, West Valley College and Mission College, we are located in the heart of Silicon Valley. This position will perform varied technical duties in a variety of program areas, including recruitment and selection, classification and compensation, labor relations and contract administration, benefit administration, and employee training and development; and will provide technical support to supervisory and management staff. Assignment 40 hours per week, non‑exempt. Anticipated start date: July 27, 2026; scheduled end date: June 30, 2027. Schedule may include some evening or weekend hours as needed. Work location: West Valley-Mission Community College District Human Resources Office, West Valley College, Saratoga, CA. Salary and Benefits Monthly salary range: $10,489.92 – $11,477.67 (Confidential Employee Salary Schedule, Range 52, Steps A‑C). Employer‑contributed medical, dental and vision for employee, spouse and dependents. Employer‑paid long‑term disability for employee. Employer‑provided life insurance. 14 paid holidays, plus 1 floating holiday annually; paid non‑workdays between Christmas and New Year. 22 days vacation leave accrued annually (24 days after 7 years). 12 days sick leave accrued annually. Personal necessity leave and personal business leave. Minimum Qualifications Education: Associate’s degree from an accredited college with major coursework in human resources management, general education, or a related field. Experience: Two years of responsible experience similar to HR Specialist I with the West Valley‑Mission Community College District. Understanding of diverse academic, socio‑economic, ethnic, religious and cultural backgrounds, disability, and sexual orientation of community college students, faculty and staff. Desired Qualifications Knowledge of: Principles and practices of personnel policies and procedures. Principles and practices of educational organization and administration. Human resources information systems programs. Federal and state employment laws; federal and state laws pertaining to areas of assignment. Collective bargaining processes, worker’s compensation, leave management, ADA accommodation processes and investigation techniques. Tools, methods and techniques of technical recruitment and selection processes; benefits administration; classification and compensation plans; records management. Ability to: Learn and perform technical and specialized duties in assigned HR areas. Know and understand all aspects of the job; review work papers, reports and special projects; interpret technical and numerical information. Perform work requiring long periods of sitting at a desk and use of computer and telephone. Maintain detailed and accurate records; perform basic mathematical operations. Exercise discretion and tact in resolving confidential, sensitive issues. Maintain and manage HR databases; train staff on online resources. Use sound judgment; operate modern office equipment. Communicate effectively orally and in writing; relate to people of varied backgrounds. Establish and maintain effective, collaborative working relationships; analyze complex documents and recommend solutions. Recognize program needs and develop strategies to improve systems and procedures. Example Duties and Responsibilities Plan, prioritize, and coordinate the work of staff assigned to one HR functional area; develop schedules and methods to accomplish assignments efficiently. Read, process, and provide confidential information related to employee relations, collective bargaining negotiations, and employee grievances. Schedule and attend collective bargaining negotiation meetings; provide input and take notes; upload final documents. Support faculty transfers and facilitate ADA accommodation requirements; coordinate worker’s compensation and leave administration; conduct investigations. Interpret rules, regulations, contracts, policies, and procedures; recommend compliance improvements. Provide technical assistance to employees and managers on HR issues. Conduct surveys, compile data, perform research, statistical analysis; coordinate programs or special projects; prepare reports. Coordinate with Finance to maintain the district’s position control. Respond to employee or public inquiries by phone, in person, or email regarding HR programs and services. Administer specialized HR software programs; assist in application of software to improve employee data access. Coordinate employee benefit and insurance plans; monitor paperwork; support retirees and reconcile reimbursements. Verify personnel action documents; input data into HR system; audit data for accuracy. Coordinate recruitment activities: create job announcements, post online, prepare outreach materials, schedule exams and interviews, compile eligibility lists. Assist with pre‑ and post‑employment processes for new hires. Build and maintain positive relationships with co‑workers, other staff and the public. Create an inclusive environment embracing diversity, integrity, trust, and respect. Serve as a team player, demonstrating flexibility, cooperation and communication. Perform related duties as assigned. Working Conditions Work will be conducted in a standard office setting; some evening or weekend hours may be required. Basic physical demands include prolonged sitting at a desk, use of computer, and occasional light lifting (10 pounds or less).
