Job Description
The Department of Military and Veterans Affairs (DMVA), Division of Homeland Security and Emergency Management (HS&EM), in the Public Assistance Section ,

is recruiting for an Emergency Management Specialist 2.

This position is in the General Government (GGU) bargaining unit at a range 16.

This position is open to Alaska Residents only.

Notice of Work Site : Please note, this position requires full-time on-site work at Joint Base Elmendorf-Richardson to facilitate collaboration with various divisions who are supported by Homeland Security and Emergency Management. Remote work may be permitted up to two days a week, subject to the hiring manager's approval, and/or successful completion of probation.
What You Will Be Doing:
The new team member selected for the Emergency Management Specialist 2 (EMS) position will play a crucial role in coordinating and implementing grant-funded disaster recovery programs across the state, participating in and leading disaster response and recovery operations, supporting the State Emergency Operations Center, and managing emergency communications with local communities, inter-agency, and government entities. During disaster emergencies, they will deploy to affected communities to coordinate response efforts and support disaster plans and preparedness at both the state and local levels.

The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position's work location on base. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also, you must be able to maintain the clearance throughout your employment. If using a private vehicle this will require a valid Alaska Driver License, proof of vehicle insurance, and a valid State of Alaska vehicle registration.
State employees are guests at Joint Base Elmendorf-Richardson; clearance and access are not within the State's control.

Special Note: In addition, in some cases employees must be able to obtain and maintain a Common Access Card (CAC). As part of the examination process, a background check investigation, including a criminal records check, will be conducted. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered.

Minimum Qualifications


One year of entry professional level experience mitigating against, preparing for, responding to, or recovering from emergencies, disasters, or terrorist events. The required experience is met by service as an Emergency Management Specialist 1 with the State of Alaska, or the equivalent elsewhere.

OR

Two years of entry professional level experience either creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or coordinating the recovery from such events.

OR

A bachelor's degree, in any field, from an accredited college;
AND
One year of entry professional level experience either creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or coordinating the recovery from such events.

Special Note:
A valid Alaska driver's license is required.

Some positions require the incumbent to obtain a federal security clearance.

Work may require periodic, 24-hour on-call duty and travel to remote locations in small aircraft and boats, and may involve exposure to inherently hazardous or potentially dangerous environmental conditions.

Additional Required Information

Job Specific Requirements:

DMVA is housed on Joint Base Elmendorf-Richardson, a federal military installation. If the installation commander deems necessary, the incumbent may be required to pass security background check for an installation access permit. Adherence to installation regulations, special security guidelines, base protocol for Joint Base Elmendorf-Richardson are mandatory and will be followed while on the installation or the access permit can be revoked by the installation commander at any time The individual must also be able to maintain the clearance throughout employment. Adherence to special security guidelines, protocol, etc., for JBER needs to be followed.

Special physical, mental, or behavioral requirements of the position:

Must be willing and able to travel within the State, including very remote areas, or out of State on an as needed basis.
  • Transportation can be via government vehicle, commercial airlines (large and small), very small planes, helicopters, boats, snow machines, and ATVs to remote areas of the state to support the Departments mission.
  • Catastrophic disaster emergency response is likely to impose more stringent physical and mental requirements such as: rapid deployment away from home and family, changed work times (day vs. night) and longer shifts (12 hours or more);
    1. Working in austere facilities and frequently at tasks very different from day-to-day assignments, and living in sometimes spartan accommodations, similar to outdoor camping and can include: tents, sleeping bags, cabins, gymnasium floors, etc.
    2. An employee's stamina and ability to withstand stress are essential in such situations. The incumbent will be directly responsible for implementing actions and providing support to communities and jurisdictions that have life and death implications. The additional level of stress associated with these responsibilities requires mental and emotional strength.
