Job Details Payroll Title: PAT BILL AND COLL SUPV 2 Department: STUDENT HEALTH & WELLBEING Hiring Pay Scale: $91,000 - $115,000 / Year Worksite: Campus Appointment Type: Career Appointment Percent: 100% Union: Uncovered Total Openings: 1 Work Schedule: Days, 8-Hour Shifts, Monday-Friday Description The mission of the Student Health & Well-Being (SHW) cluster is to promote a culture of health and well‑being for the student community, deliver equitable high‑quality innovative services, incorporate inclusive approaches, and celebrate diversity, with the goal of adoption and maintenance of healthy behaviors contributing to the academic success and personal development of all students. The UC San Diego SHW cluster, which reports through UC San Diego Health System, plays a leadership role in creating a strong and active wellness culture that enables all students to flourish in body, mind and spirit. This includes promotion and the transformation of existing departments, under the oversight of the Executive Director, into a cohesive, trans‑disciplinary source of integrated wellness services. The SHW cluster includes the departments of Student Health Services (SHS); Health Promotion Services (HPS); Counseling and Psychological Services (CAPS); Assessment and Analytics (SHAA), Strategic Planning, Innovation and Research (SPIR); and SHW Administration (ADM). The SHW cluster provides health promotion, counseling and psychological services and primary medical care, including urgent care and support services, to UC San Diego's undergraduate, graduate and professional students. Staff consists of physicians, psychiatrists, psychologists, pharmacists, optometrists, nurse practitioners, registered nurses, social workers, radiology technologists, clinical laboratory scientists, medical lab assistants, medical assistants, health educators, data scientists, administrative, financial and other healthcare professionals. SHW Administration provides full administrative, business, financial and infrastructure services, including support for the Executive Director's Office, resource planning, budget management, information systems, contracts management; human resource management, medical and health staff credentialing and privileging; medical records management, insurance management, patient billing and collections; facilities, equipment and space. The Insurance & Billing Supervisor provides day‑to‑day supervision of the Patient Billing and Collection Representatives. The supervisor ensures accurate, timely claim processing, maintains compliance with HIPAA, FERPA and UC San Diego Health C.A.R.I.N.G. standards, and delivers high‑quality customer service to students, patients, legal guardians, and campus partners. Provides direction, sets priorities and analyzes workflow for billing and/or collections, according to established policies and management guidance. Recommends, develops and implements new and revised procedures as needed. Minimum Qualifications Nine (9) years of relevant experience or a Bachelor’s degree plus five (5) years of related experience/training. Minimum of 3 years of experience in medical billing/collections, with at least 1 year of supervisory responsibility preferred. Demonstrated supervisory, organizational, and customer service skills to effectively supervise and prioritize the activities of subordinate staff, and to manage the complex workflow and multiple priorities involved with billing and/or collections operations. Proven supervisory experience, including staff development, performance evaluation, and delegation. Thorough knowledge of medical and insurance terminology, and of billing and/or collections internal procedures and external regulations. Strong knowledge of health‑care billing, collections, insurance contracts, and revenue‑cycle management. Ability to interpret payer guidelines and resolve complex billing issues. Strong skills in quality customer service. Interpersonal skills to manage conflict and collaborate effectively with all constituent groups, including patients, physician offices, third‑party payors, attorneys, outside agencies, and clinical and administrative personnel across departments. Skilled in written and verbal communications, with the ability to serve as a resource, to convey complex clinical finance and business information in a clear and concise manner, and to prepare and present a variety of reports and analyses. Strong critical thinking skills, with the ability to quickly analyze and evaluate complex and difficult problems, determine appropriate level of intervention, and develop and apply solutions. Solid leadership skills to coach and improve staff performance. Ability to provide thorough and accurate review of complex subordinate work and to oversee coordination of ongoing tasks and projects over extended periods of time. Solid knowledge of human resources management policies, with the ability to evaluate and document human resources matters and performance. Computer proficiency in all relevant hardware, software, and specialty information systems used throughout the department. Ability to synthesize data and utilize computerized systems to produce meaningful reports on department operations. Preferred Qualifications Experience in higher education setting working with students preferred. Familiarity with EPIC electronic medical record, student information systems, and the Bursar’s financial systems. Special Conditions Job offer is contingent upon satisfactory clearance based on background check results. Occasional travel may be required. Occasional evenings and weekends may be required.
