At ENFRA, stability, innovation, and growth are more than just values—they are the pillars of our continued success.OverviewThe HSE Director is responsible for leading the development and implementation of HSE management systems and programs overall administration of safety for all projects to maintain a safe and healthy work environment for all employees. Working closely with operations and executive management to align HSE functions within the organization. Directing HSE personnel and communicate details of safety conditions with all levels of supervision and management.ResponsibilitiesFormulates and implements policies, procedures, programs and job-specific safety plans for construction operations that comply with regulatory and / or client program requirements.Maintains broad knowledge of local, state and federal regulations and familiarity with relevant environmental laws.Receives complaints and reports on safety concerns and conducts proper and documented investigations.Main point of contact for workplace injuries, accident investigations and near-misses.Visits construction sites regularly to coordinate and/or conduct jobsite inspections and ensure implementation of the correct safety policies and procedures.Liaise with agencies as a company representative (OSHA, USACE, Fire Marshal, etc.).Reviews construction plans for evacuation plans, designs for disposal systems, lighting and ventilation, and ensures there is no danger to the health or safety of workers or site visitors.Overall company safety training creation or coordination.Oversees toolbox talk program.Coordinates or delivers basic first aid skills, CPR, and prevention of workplace accidents.Represents the construction company in meetings with government bodies and other agencies on matters regarding workplace health and safety.Keeps abreast of updates for safety or legal regulations on workplace safety and environmental issues.Maintains knowledge in safety criteria of OSHA CFR-29 1926 Construction, 1910 General Industry, and ANSI standards.Ensures documentation is completed for each accident and incident.Documents training delivered.Main point of contact for OSHA Forms.Oversees the company drug testing policy and procedures.Inspecting of machinery, equipment and working conditions or other setting to ensure compliance with occupations safety and health regulations.Inspection machines and equipment for accident prevention devices.Observes workers to determine use of prescribed safety equipment, such as glasses, helmets, goggles, respirators, and clothing.Inspection of specified areas for fire-prevention devices.Observes workers to determine use of prescribed safety equipment, such as glasses, helmets, goggles, respirators, and clothing.Inspection of specified areas for fire-prevention equipment and other safety and first-aid supplies.Tests working areas for noise, toxic, and other hazards, using decibel meter, gas detector, and light meter.Prepares report of findings with recommendations for corrective action.Investigation of accidents to ascertain causes for use in recommending preventive safety measures and developing safety program.Demonstrates use of safety equipment.Ability to review daily tasks for safety then train and implement control measures.QualificationsRequired Education, Experience, and QualificationsBachelor's degree in Occupational Health and Safety or a related technical field.Proven record of establishing programs and delivering significant continuous performance improvements.Must have a working understanding of regulations (OSHA, EPA, etc.), with extensive experience in the development, maintenance and implementation of HSE systems.Knowledgeable in the fundamentals of safety management, risk assessments and reduction, industrial hygiene, loss prevention, ergonomics and occupational health.Must have strong leadership, presentation, and influencing skills, with the ability to be persuasive and credible across multiple organizational levels and cultures resulting in improved HSE performance.Ability to solve complex problems and deal with a variety of variables while meeting quality, timeliness and cost requirements. Ability to work with mathematical concepts and statistical inference.Effective verbal and written communication skills.Detail-oriented and willing to tackle various ongoing projects in a fast-paced environment.Versed in the industry and the Company's competitors.Ability to multitask and perform duties outside of the scope of work when necessary.Preferred Education, Experience, and Qualifications10 years of previous experience leading HSE for a regional organization, MEP construction.Certification as a Safety Professional, BCSP.Travel Requirements25-50% of time will be spent traveling to job site(s)/office location.Physical/Work Environment RequirementsProlonged periods of sitting at a desk and working on a computer.Climbing stairs.Remaining in a stationary position, often kneeling, standing or sitting for prolonged periods.Repeating motions that may include the wrists, hands and/or fingers.Quiet environment.Light work that includes adjusting and/or moving objects up to 20 pounds.ENFRA is proud to be an Equal Opportunity Employer of Minorities, Women, Protected Veterans, and Individuals with Disabilities, and participates in the e-Verify program.
