Director of Human Resources & People Operations

Hospice of Dubuque is seeking a strategic, people-focused leader to serve as our Director of Human Resources & People Operations . This senior leadership role is responsible for developing and executing a comprehensive human resources strategy that supports our mission, strengthens organizational culture, and ensures a highly engaged and high-performing workforce.

As a trusted advisor to the Executive Director and Leadership Team, this position provides leadership across all areas of human resources, including talent acquisition, employee relations, workforce planning, compensation and benefits, performance management, employee engagement, leadership development, compliance, and succession planning.

Key Responsibilities

• Lead and implement HR and people strategies aligned with organizational goals.
• Partner with leadership on workforce planning, organizational development, and employee engagement initiatives.
• Oversee recruitment, onboarding, retention, and succession planning programs.
• Provide guidance on employee relations, performance management, investigations, and conflict resolution.
• Manage compensation, benefits, and total rewards strategies.
• Foster a positive, inclusive, mission-centered culture and employee experience.
• Ensure compliance with federal, state, and local employment laws and regulations.
• Monitor workforce metrics and recommend strategies to improve retention and organizational effectiveness.

Qualifications

Required

• Bachelor's degree in Human Resources, Business Administration, Organizational Leadership, Healthcare Administration, or related field.
• Minimum of 10 years of progressive HR experience, including at least 5 years in a leadership role.
• Demonstrated expertise in employee relations, talent acquisition, compensation and benefits, employment law, performance management, and workforce planning.

Preferred

• Master's degree in a related field.
• SHRM-CP, SHRM-SCP, PHR, or SPHR certification.
• Experience in healthcare, hospice, nonprofit, or other highly regulated environments.
• Experience serving as a senior HR leader and advisor to executive leadership.
