Accounting Manager

Definition

The City of Missouri City known as the Show Me City is seeking an experienced and detail-oriented Accounting Manager to lead key accounting financial reporting and grant management functions. This position plays an important role in ensuring the Citys financial resources are managed accurately responsibly and transparently. The Accounting Manager works closely with the Deputy Finance Director City departments auditors and grant administrators to support sound financial management regulatory compliance and effective stewardship of City resources.

Examples of Work

• Oversee daily accounting operations including general ledger accounts payable payroll fixed assets accounts receivable cash management reconciliations and financial reporting.
• Prepare and review monthly quarterly and annual financial reports and support the annual audit and year-end close.
• Review accounting transactions journal entries reconciliations and financial reports for accuracy completeness and compliance.
• Monitor revenues expenditures encumbrances and fund balances and identify significant variances or financial trends requiring management attention.
• Monitor grant budgets expenditures reimbursements reporting deadlines and compliance requirements.
• Support the Citys Single Audit and ensure compliance with applicable grant requirements including 2 CFR Part 200 when applicable.
• Monitor revenues expenditures fund balances and budget variances and provide meaningful financial analysis to management.
• Assist with annual operating and capital budget development and monitoring.
• Maintain strong internal controls and recommend improvements to accounting and financial processes.
• Supervise mentor and develop accounting staff.
• Collaborate with City departments auditors grant agencies and leadership to resolve financial and compliance issues.
• Perform other related duties as assigned;

Education Experience or Certification

• Bachelors degree in Accounting Finance Business Administration Public Administration or a related field.
• Five (5) or more years of progressively responsible accounting or financial management experience.
• Experience with governmental accounting financial reporting budgeting auditing internal controls and grant accounting.
• Strong analytical organizational communication and leadership skills.
• Proficiency with Microsoft Excel and experience with Tyler Munis is a plus.
• High level of integrity accuracy accountability and commitment to public service.
• Certified Public Accountant (CPA) and/or Certified Government Financial Officer (CGFO) are strongly preferred.
